Nach Immanuel Kant bilden Demokratie, ökonomische Interdependenz sowie das Völkerrecht und internationale Organisationen die drei Grundvoraussetzungen für einen "ewigen Frieden". Jeder dieser drei Faktoren stellt eine bedeutende friedenssichernde Komponente in den internationalen Beziehungen dar. Zwischen der Mitgliedschaft in internationalen Organisationen und der Möglichkeit des Ausbrechens bewaffneter Auseinandersetzungen zwischen benachbarten Staaten besteht eine Wechselbeziehung. Je höher der Organisationsgrad der Staaten, desto geringer ist die Gefahr der Entstehung bilateraler internationaler Konflikte. Internationale Organisationen besitzen demnach eine friedenssichernde und konfliktverhütende Funktion. Das Risiko des Enstehens von Konflikten verringert sich weiter bei Staaten mit einem demokratischen politischen System und gegenseitiger ökonomischer Abhängigkeit. Diese Staaten werden am wahrscheinlichsten Mitglieder derselben internationalen Organisationen. (SWP-Hkt)
