Die Planung neuer oder der Ausbau bestehender Passagierterminals beinhaltet in der Regel auch die Bemessung der erforderlichen Passagierabfertigungseinrichtungen. Die Bandbreite der dabei angewandten Methoden reicht von einfachen Faustformeln bis hin zu aufwendigen Simulationsverfahren. Naturgemäß benötigen alle Verfahren Vorgaben zum Passagieraufkommen, den Bedienzeiten und Wartezeiten sowie zusätzliche Bemessungsstandards an Check-in-Schaltern, Sicherheitskontrollen und anderen Abfertigungseinrichtungen. Diese Standards sind von einer Reihe von Einflussfaktoren abhängig, zB dem Reiseziel (Schengen, Non-Schengen, national, international), Reisezweck (Geschäftsreise oder Privatreise) oder der betriebswirtschaftlichen Zielsetzung des Flughafenbetreibers. Neue Entwicklungen, zB das Aufkommen von Low-Cost-Carriern, erhöhte Sicherheitsanforderungen, Web-Check-in oder automatisierte Passagierabfertigung, sind in den gängigen Bemessungshilfen noch nicht berücksichtigt und lassen Zweifel an deren Gültigkeit aufkommen. Deshalb wurden in dieser Arbeit ausgewählte deutsche Verkehrsflughäfen des gesamten Größenspektrums untersucht und auf diese Weise allgemein anerkannte Bemessungsstandards und Bemessungsempfehlungen erarbeitet. Weiterhin wurde ein Bewertungsverfahren zur internen Kontrolle der Passagierabfertigungsprozesse entwickelt, für das die aufgezeigten Bemessungsstandards als Vergleichsmaßstab dienen. Die exemplarische Anwendung der Berechnungsvorschriften auf das fiktive Beispiel einer Flughafenerweiterung mit Terminalneubau erbringt den Nachweis der Praxistauglichkeit des neuen Bemessungsverfahrens.
