Content: The informal sector deprives states of revenues and workers of social protection. It also, however, frequently constitutes the most dynamic part of the economy and creates massive employment. Informal employment is ubiquitous and growing. The financial crisis that began in 2008 has made the management of informal employment even more challenging. Responding to this emerging challenge is critical, not only for the well being of millions of workers but also for social development. Is Informal Normal? provides evidence for policy makers on how to deal with this issue of crucial importance for developing and developed countries alike. This book includes StatLinks, URLs linking charts and graphs to Excel files containing the data. “In countries such as China, the exceptional scale of rural to urban migration amplifies the challenges from informality. This work provides valuable analytical results for understanding this major transformation, its problems and impacts.” -Professor Li Shi, Beijing Normal University “This volume is an important contribution to the current policy debates on the informal economy. It recommends providing support to the working poor in the informal economy, making formal structures more efficient and flexible and creating more formal jobs.” -Professor Marty Chen, Harvard Kennedy School and WIEGO “The strengths of this volume are many: evidence that “Informal Is Normal;” references to many newer studies and ways of thinking; the consistent three-pronged strategy; accessibility. Is Informal Normal? will serve as a reference in the literature on informality for years to come.” -Professor Gary Fields, Cornell University

Content: This collection of experiences of fiscal decentralisation across a wide range of OECD-Member and non-member economies reveals lessons which are equally of relevance to both groups of countries. A major finding is that fiscal decentralisation is often confused in the latter group of countries with the removal of central-government control over subnational finances. This is a mistake; it may lead to fiscal irresponsibility on the part of local authorities, deteriorating fiscal positions at both levels, and high costs due to duplication of fiscal institutions. The book also finds that insufficient attention has been given to local revenue generation, as opposed to intergovernmental transfers. The issue of fiscal decentralisation in emerging economies is particularly important, because it arises, in part, from a desire to enhance democracy and local accountability. However, the devolution of responsibilities must take place in an atmosphere of transparency, where the local expertise exists to manage budgeting. Serious consideration must be given to revenue sourcing and effective expenditure control. Finally, local spending must match available revenues without becoming an additional strain on central government resources.

Content: Growth and Sustainability in Brazil, China, India, Indonesia and South Africa is based on the proceedings of a conference, organised by the OECD, on the growth performance of these large emerging-market economies. The book brings together contributions from distinguished policy makers and scholars. It discusses the growth experiences of these countries, including how they have fared in the wake of the recent global financial crisis. It also examines these countries’ prospects for sustaining strong growth over the long term. The chapters in this book offer new analyses of the growth process in individual countries. They explore, for example, the reduction of external vulnerability in Brazil, the contribution of human and physical capital accumulation in China and Indonesia, initiatives to promote infrastructure and social development in India, and financial deepening in South Africa. These chapters identify the specific drivers of growth in each country, and thus strengthen our understanding of the policy levers that can be used to sustain growth in the years to come.
