    Content: This paper analyzes the status of public debt management performance in 17 small states through the findings of the Debt Management Performance Assessment reports. Empirical evidence indicates that the higher the quality of a country's policies and institutions, the better is its capacity to carry debt and withstand exogenous shocks. Borrowing for productive purposes can be an important element in boosting growth of gross domestic product but, conversely, excessive borrowing or poorly structured debt in terms of maturity, currency, or interest rate composition can quickly offset the positive impact, deter new foreign and domestic investment, compromise reform programs, depress growth of gross domestic product, exacerbate the challenge of meeting debt service obligations, and may induce or propagate economic crises. Arguments in favor of sound debt management are especially compelling for small states that must mitigate the particular risks to which their economies are exposed. Against this backdrop, the paper identifies aspects of debt management where small states do relatively well and those where they perform poorly, relative to other developing countries, and examines the underlying factors at play. It elaborates on some of the successful measures taken by small states to enhance debt management performance and considers how these may be applied more broadly in other small states. The paper offers a number of practical suggestions to strengthen debt management performance

C'est dire qu'il exerce un rôle non négligeable dans les domaines de l'action éthique et de la praxis esthétique. Selon Épicure et Lucrèce, le hasard serait même à l'origine de toute chose : de rerum il serait en quelque sorte la natura, pour peu que notre monde ait pris forme et consistance au sein d'un gigantesque chaos atomique, sans le concours d'un démiurge ordonnateur et législateur. « Cause fictive de ce qui arrive sans raison apparente ou explicable », aux dires des lexicographes, le hasard ne se laisse désigner qu'en creux. Il se définit par rapport à ce qu'il excède : la finalité rationnelle ou naturelle, d'un côté, le déterminisme des lois de la physique, de l'autre. Mot blanc, signifiant vide, hasard nomme cette part de l'événement qui échappe à la transcendance d'une volonté providentielle comme à l'immanence d'une nécessité matérielle. Il y a bien longtemps que les sciences de la nature – sous les coups de boutoir de l'évolution des espèces, la turbulence des fluides ou la physique quantique – ont abandonné une conception de la causalité oscillant entre la volonté rationnelle (ou inconsciente) et un strict déterminisme mécanique et légal. Voilà pourquoi, à son tour, la critique littéraire et artistique doit se mettre à penser la création esthétique en dehors des catégories de l'intentionnalité spirituelle et de l'inertie matérielle. La matière n'est pas plus inerte (in-ars) que l'auteur n'est tout puissant. La volonté et la nécessité ne recouvrent pas l'intégralité du champ de la création : la part laissée dans l'ombre et que l'on désigne au moyen du vocable hasard en appelle à de plus amples investigations

    Content: Popular Culture, Piracy, and Outlaw Pedagogy explores the relationship between power and resistance by critiquing the popular cultural image of the pirate represented in Pirates of the Caribbean. Of particular interest is the reliance on modernism’s binary good/evil, Sparrow/Jones, how the films’ distinguish the two concepts/characters via corruption, and what we may learn from this structure which I argue supports neoliberal ideologies of indifference towards the piratical Other. What became evident in my research is how the erasure of corruption via imperial and colonial codifications within seventeenth century systems of culture, class hierarchies, and language succeeded in its re-presentation of the pirate and members of a colonized India as corrupt individuals with empire emerging from the struggle as exempt from that corruption. This erasure is evidenced in Western portrayals of Somali pirates as corrupt Beings without any acknowledgement of transnational corporations’ role in provoking pirate resurgence in that region. This forces one to re-examine who the pirate is in this situation. Erasure is also evidenced in current interpretations of both Bush’s No Child Left Behind and Obama’s Race to the Top initiative. While NCLB created conditions through which corruption occurred, I demonstrate how Race to the Top erases that corruption from the institution of education by placing it solely into the hands of teachers, thus providing the institution a “free pass” to engage in any behavior it deems fit. What pirates teach us, then, are potential ways to thwart the erasure process by engaging a pedagogy of passion, purpose, radical love and loyalty to the people involved in the educational process
