Die UN-Behindertenrechtskonvention aus dem Jahr 2009 enthält die völkerrechtlich verbindliche Verpflichtung zur Entwicklung eines inklusiven Bildungssystems. Aber was ist inklusive Bildung? Während Teilhabe an Bildung für alle als Menschenrecht eine hohe Zustimmung in der Gesellschaft erfährt, ist offen, was Kinder, Jugendliche und Erwachsene mit Behinderung in allgemeine Bildungseinrichtungen einbringen (Teilgabe) und ob sie tatsächlich dort akzeptiert werden (Teilsein).
