Die kommunale Verschuldung und die daraus resultierende Zinsbelastung nehmen stetig zu, so dass es einer Vorgehensweise bedarf, welche entweder die Zinslast senkt oder sie zumindest mit ihren Risiken transparent macht, wenn die Gemeinden langfristig handlungsfähig bleiben wollen. Johannes Schneider untersucht einen Ansatz zur interkommunalen Zinshandhabung, der insbesondere Fachwissen auf dem Gebiet der Zinsderivate und der Risikohandhabung für die Gemeinden bereitstellt. Seine Ausführungen zeigen, dass die Gemeinden trotz aller Unterstützung akzeptieren müssen, dass es sich hierbei nicht um eine „unfehlbare Finanzmarktzauberei mit Erfolgsgarantie“, sondern schlicht um ein strukturdefektes finanzwirtschaftliches Problem handelt, in dessen Mittelpunkt die nach dem individuellen Sicherheitsbedürfnis zu gestaltenden unsicheren Zahlungsströme stehen.
