    Abstract: Resumo A concepção de justiça juvenil teve sua raiz ontológica na internalização da infância e construção das crianças como uma classe social distinta. A visão eurocêntrica de crianças como possuidoras de direitos que informa a Convenção de Direitos das Crianças das Nações Unidas (CDC) (1989) transformou a epistemologia da justiça juvenil. A Índia, que ratificou a CDC em 1992, definiu ‘criança’ uniformemente, independentemente do sexo, ao contrário do passado, desafiando assim sua subjetividade da ‘criança do sexo feminino.’ Tal emergência de uma nova modalidade de justiça juvenil que eu vejo como a mudança epistêmica não durou muito e um incidente sangrento, junto com a demonização midiática das crianças do sexo masculino, e o crescente descontentamento social da segurança das mulheres, mudou seu panorama. Esse artigo estabelece uma análise sobre o papel do gênero na jurisprudência da justiça juvenil desde o período colonial até o presente momento. Refletindo sobre a punitividade populista em jogo, ele fala sobre a pobreza do estado indiano acerca do entendimento sobre os direitos das crianças. Mapeando as dimensões legislativas, jurídicas e políticas da jornada do cenário da justiça juvenil na Índia, o artigo mostra como construção da noção de gênero de um grupo particular de delinquentes do sexo masculino resultou na virada punitiva do sistema de justiça juvenil na Índia. Isso desdobra ainda mais a potencialidade de suas repercussões, e oferece razões para que uma resposta retributiva do Estado seja um retrocesso na reforma de delinquentes juvenis. No geral, narra a história de um fracasso do sistema político em lidar com uma importante problema social, o qual pode atuar como uma lição a ser aprendida com respeito à estrutura de governança infantil, tanto para países no Sul da Ásia quanto para o Sul Global.

    Abstract: The study applies and expands the routine activity theory to examine the dynamics of online harassment and violence against women on Twitter in India. We collected 931,363 public tweets (original posts and replies) over a period of 1 month that mentioned at least one of 101 influential women in India. By undertaking both manual and automated text analysis of “hateful” tweets, we identified three broad types of violence experienced by women of influence on Twitter: dismissive insults, ethnoreligious slurs, and gendered sexual harassment. The analysis also revealed different types of individually motivated offenders: “news junkies,” “Bollywood fanatics,” and “lone-wolves”, who do not characteristically engage in direct targeted attacks against a single person. Finally, we question the effectiveness of Twitter’s form of “guardianship” against online violence against women, as we found that a year after our initial data collection in 2017, only 22% of hostile posts with explicit forms of harassment have been deleted. We conclude that in the social media age, online and offline public spheres overlap and intertwine, requiring improved regulatory approaches, policies, and moderation tools of “capable” guardianship that empower women to actively participate in public life.

    Abstract: It has become a commonplace to refer to President Theodore Roosevelt as the person who brought reporters into the White House and provided them with space to do their work. A search through White House records from the latter part of the nineteenth century, however, reveals a different version of the time and manner in which reporters acquired space in the White House. When it was in the mutual interest of news organizations and the presidents they covered, reporters acquired a work table in the White House office corridor. The year when that occurred was 1896, a full century ago.

    Abstract: Resistance among administrative professionals to participatory approaches is analyzed by means of a case study involving the implementation of community-based forest management (CBFM) in India. The model consists of two dimensions of attitudinal resistance to change—disapproval of CBFM regime by forest managers (a) at individual level and (b) at organizational level—and four categories of factors influencing resistance: personality traits, organizational factors, external environmental factors, and socialization factors. The model is empirically tested using the perceptions of forest managers working in state Forest Departments of four states in India. The empirical findings are used to suggest strengthening of organization and public administration theories on four aspects and to suggest some specific measures to deal with the attitudinal inertia of public administrators.

    Abstract: Kyrgyzstan and Macedonia have experienced a reasonable increase in remittances over the last twenty‐five years. Subsequently, the extent to which remittances can be instrumental for economic development of the two countries has gained serious attention in recent development dialogues. The aim of this study is to examine the impact of remittances versus financial development on the economic growth of the two counties, complementing the burgeoning interest and focus on remittances for policy. The short‐run and the long‐run effects and the causality dynamics of remittances and financial development, are explored. The results show a long‐run positive impact of remittances on the economic growth of these countries. The impact of financial development is negative, significant only for Kyrgyzstan and not statistically significant for Macedonia. The causality results show that remittances support economic growth for Kyrgyzstan, whereas economic growth appears to propel remittances for Macedonia.

    Abstract: The economic benefits attributed by the literature to ethnic networks include helping their members cope with social exclusion, mainstreaming, facilitating entrepreneurship, and providing access to transnational opportunities. In this article, the authors explore the benefits provided by participation in ethnic professional associations formed by Indian and Chinese engineers in Silicon Valley. We find that the ethnic professional associations offer several of these economic benefits. These benefits are complementary to the benefits from other ethnic ties and from nonethnic ties.

    Abstract: While a number of studies examine the nexus between military expenditure and economic growth, little consideration has been give to the effect of military expenditure on external debt. This article examines the impact of military expenditure and income on external debt for a panel of six Middle Eastern countries - Oman, Syria, Yemen, Bahrain, Iran, and Jordan - over the period 1988 to 2002. The Middle East represents an interesting study of the effect of military expenditure on external debt because it has one of the highest rates of arms imports in the world and it is one of the most indebted regions in the world. The study first establishes whether there is a long-run relationship between military expenditure, income, and external debt in the six countries using a panel unit root and panel cointegration framework and then proceeds to estimate the long-run and short-run effects of military expenditure and income on external debt. The study finds that external debt is elastic with respect to military expenditure in the long run and inelastic with respect to military expenditure in the short run. For the panel of six Middle Eastern countries, in the long run a 1% increase in military expenditure results in between a 1.1 % and 1.6% increase in external debt, while a 1% increase in income reduces external debt by between 0.6% and 0.8%, depending on the specific estimator employed. In the short run, a 1% increase in military expenditure increases external debt by 0.2%, while the effect of income on external debt is statistically insignificant.
