Der ursprüngliche Zweck dieser Studie war, die Verhältnisse der hydraulischen Energieerzeugung systematisch klarzulegen. Es hat sich jedoch bald herausgestellt, daß Wasserkraftwerke als selbständige Betriebe in der modernen Energiewirtschaft nicht erhalten werden können; sie sind auf die Mitarbeit von kalorischen Werken angewiesen. Auch die Kostenlage der hydraulischen Energieerzeugung kann nur im Wege eines Vergleiches mit der rein kalorischen Produktion bestimmt werden. Eine systematische Untersuchung der hydraulischen Energieerzeugung kann daher nur gemeinsam mit der Analyse der kalorischen Produktion im Rahmen der allgemeinen Energiewirtschaft erfolgen. Die schwungvolle Entwicklung des elektrischen Energieumsatzes führt zu einer Kuppelung von kalorischen und hydraulischen Werken sowie Speicherkraftwerken verschiedener Größe, Bauart, Lage, Alter, und Wirtschaftlichkeit. In dieser Betriebsgemeinschaft bildet nunmehr die technische Vollkommenheit und Wirtschaftlichkeit der einzelnen Werke weder die Bedingung noch die Gewähr für das beste Gesamtergebnis. Der Höchstertrag von zusammenarbeitenden Kraftwerken ergibt sich vielmehr durch eine Anpassung des Absatzes und der Erzeugung, im Wege einer quantitativen und qualitativen Zergliederung des Absatzes entsprechend den festen und veränderlichen Kosten der Erzeugung und zwar nicht nur betriebstechnisch, sondern auch bautechnisch, bereits bei der Errichtung der Kraftwerke. Hiedurch entsteht eine organische Einheit der gekuppelten Werke: ein künstlich konstruierter Verbundbetrieb, der die Energie billiger, unter Umständen wesentlich billiger zu erzeugen vermag, als ein rein kalorisches Kraftwerk
