    Inhalt: This volume elucidates the changing relationship between heroization and othering in a German-Chinese cultural comparison. Intercultural case studies illustrate which representatives of German culture and history were subjected to a process of heroization or were disparaged as negative anti-heroes in Chinese culture. Vice versa, Chinese figures who adopted a corresponding heroic or antiheroic function within the German-speaking world are also examined. This German-Chinese dialogue, in which cultural scientists from Germany and China participate, is guided by the assumption that processes of heroization and de-heroization represent paradigmatic focal points in the economics of intercultural transfer. The relationship between individual and collective heroism and the meaning of alienness - be it of Chinese or German characteristics - when importing heroes offer new perspectives insofar as these importations prove to be complex and inconsistent.     Inhalt: The international trade regulatory system is a dynamic system that has been evolving throughout its history. Tension and conflict are part of the system. While calls for the abolition of the principal trade regulation authority, the WTO, have failed to understand this nature of the system, proponents for reforms have so far not paid sufficient attention to the evolving nature of tension and conflict. This book examines the evolving dynamics in international trade regulation from the conclusion of GATT in 1947 to the current crisis facing the WTO, from a perspective of emerging powers of developing countries with a focus of China as the latest force that demands reforms of the international trade regulatory regime. There is an extensive body of scholarship on ideological struggles, the rise of developing countries, geopolitical contest, the emerging powers (especially China), the use, misuse or abuse of trading rules and so on. There is, however, a lack of a single concise research book that synthesises these underlying causes and factors into a coherent and precise analytical theme. This book attempts to fill this research gap by building upon the existing scholarship and placing the various tensions and conflicts in a perspective that treats them as dynamic factors that have propelled a continuing process of evolution of the international trade regulation. The book will interest those researching on international trade regulation as well as development studies.     Inhalt: Bihar is widely regarded as one of India's poorest and most divided states. It has also been the site of many social movements that have left indelible marks on the state's politics and identity. Little is currently known about how structural inequalities have affected the functioning of formal systems of justice in the state. This paper uses a novel dataset of more than one million cases filed at the Patna high court between 2009 and 2019 together with a variety of supplementary data to analyze the role of religion, caste and gender in the high court of Bihar. The analysis finds that the courts are not representative of the Bihari population. Muslims, women and scheduled castes are consistently under-represented. The practice of using "caste neutral" names is on the rise. Though there is little evidence of "matching" between judges and petitioners or judges and filing advocates on the basis of names, there is evidence that petitioners and their advocates match on the basis of identity such as the use of "caste neutral" names. These results suggest that the social movements that disrupted existing social structures in the past may have inadvertently created new social categories that reinforce networks and inequalities in the formal justice system

    Inhalt: This paper introduces a micro-founded methodological framework to estimate the housing deficit across and within emerging economies. It introduces the Adequate Housing Index, which provides a comparable assessment of adequate housing based on seven adequacy dimensions that are held constant across all countries. The adequacy dimensions were obtained and harmonized from countries' most recent household expenditure and consumption surveys. The paper documents large differences in housing adequacy across a sample of 64 emerging economies, as well as wide within-country disparities such as across income groups, locations, and occupations. Estimates of the Adequate Housing Index show that across the sample of 64 emerging economies, there is a current housing deficit of 268 million housing units affecting 1.26 billion people. About 26 percent of the current housing stock in these economies is inadequate. The paper further estimates that at least 40 million additional housing units will have to be added by 2030 to provide adequate housing to all and accommodate the growing population and urbanization patterns

    Inhalt: This paper examines the relationship between urban agglomeration and firm innovation using a recently developed dataset that consistently measures city boundaries across Asia together with geo-referenced firm-level data. It finds that the spatial distribution of innovation by firms is highly concentrated within countries. Further, firms in larger cities have substantially higher propensities to introduce product and process innovations and undertake R and D activities, a result that holds for subgroups of countries and even when the largest cities are excluded from the analysis. Finally, the presence of high quality universities and highly ranked engineering departments in cities is positively associated with firm innovation, lending support to the idea that the accumulation of human capital locally is a key channel through which urban agglomeration affects innovation

    Inhalt: Evidence from high-income countries suggests that judges often exhibit in-group bias, favoring litigants that share an identity with the judge. However, there is little evidence on this phenomenon from the Global South. Collecting the available universe of High Court decisions in Kenya, this paper leverages the random assignment of cases to judges to evaluate the existence of in-group bias along gender and ethnic lines. It finds that, relative to a baseline win rate of 43 percent, defendants are 4 percentage points more likely to win if they share the judge's gender and 5 percentage points more likely to win if they share the judge's ethnicity. The paper finds that the written judgements are on average shorter and less likely to be cited when defendants who are of the same gender or ethnicity as the judge win their case. This is consistent with in-group biased decisions being of lower quality. In addition, the findings show that female defendants are less likely to win the case if the judge exhibits stereotypical or negative attitudes towards women in their writings

    Inhalt: The ongoing coronavirus pandemic is expected to drastically slow 2020 GDP per capita growth in Sub-Saharan Africa (SSA) by about 5 percentage points compared to pre-pandemic forecasts. This note presents results from an analysis of a comprehensive database of surveys from 45 of 48 SSA countries to examine the effects of the project fall in growth on poverty in the region. An additional 26 million people in SSA, and as much as 58 million, may fall into extreme poverty defined by the international poverty line of 1.90 US Dollars per day in 2011 PPP. The poverty rate for SSA will likely increase more than two percentage points, setting back poverty reduction in the region by about 5 years

The promise of 'languages for all' in the UK and North America in the 1970s marked a shift from languages as ľite subjects for the privileged few, but this promise has not been fulfilled. This book explores the reasons for and solutions to this decline. More importantly, it looks at how these trends have been reversed in successful school programs and the implications of this for language education policy makers. The study draws on an analysis of data from 600 primary, secondary and community languages schools over six years and from detailed case studies in a representative sample of 45 successful schools. The book proposes a range of strategies to address the decline: from engaging classroom learning, assessment outcomes and embedding languages as central in school curriculum on the one level, to a mix of incentives and mandation for language study, especially at upper secondary school level. The authors explore the impact of learning languages on the thinking, educational experiences and outcomes of young people across a range of ethnic backgrounds and socioeconomic statuses. They show the importance of having equal access to languages study in a world where young people will have increasingly more diverse working lives and argue that the gap in languages between policy and uptake is really a gap in the thinking of policy makers and government."--
