    Inhalt: China's Far West is a rich portrait of China's least-known provinces by one of America's leading China scholars. Based on A. Doak Barnett's unrivaled travels in and study of some of the most remote areas of the country in both the late 1940s and the late 1980s, this sweeping work vividly portrays a China few outsiders have seen. Barnett's work builds on decades of experiences in China. He began writing about the country in 1947 and chronicled the Communist takeover in 1949. More than any other Western observer of the time, he followed the fortunes of China's distant provinces in the far west, most of which were then ruled by old-style warlords.     Inhalt: When the doors to interior areas opened more widely as a result of Deng Xiaoping's economic reform, Barnett decided to retrace journeys that were now four decades in the past in 1988, he revisited Inner Mongolia, the arc of Hui Muslim areas in the northwest, the Uighur and Kazakh regions in Xinjiang, the Tibetan enclaves in Qinghai and western Sichuan, and Yunnan's multiethnic regions. Everywhere he went, he probed for answers to two basic questions: How much had these distant areas changed over four decades? And what had been the impact of the economic reforms and accelerating processes of growth and modernization spurred by Deng in the 1980s? Containing remarkably comprehensive profiles of each area the author visited, the book is full of detailed information about government and politics, economic development, social changes, and relations between ethnic groups. Barnett comments on continuities, but he is clearly most impressed by the extent of the changes he saw
    Inhalt: The spread of industrialization, a remarkable communications revolution, rising living standards, and increasing contacts with the rest of China and the world had catapulted the region into the modern world. Although many western areas were still among the poorest in China, the economic reforms of the 1980s were taking hold. No other contemporary study of these little-known areas of China begins to match the scope and detail of China's Far West, and no other author has the experience to analyze the book's themes with Barnett's breadth and depth of historical perspective. Although this volume concentrates on China's far west, the author discusses in both the Prologue and the final chapter the broad processes of modernization and reform that have been transforming every part of China during the past four decades

In some issue areas, these pressures have led to significant changes in the architecture of governance institutions. In others, institutions have resisted pressures for change. This volume explores what accounts for this divergence in architecture by identifying three modes of governance: hierarchies, networks, and markets. The authors apply these ideal types to different issue areas in order to assess how global governance has changed and why. In most issue areas, hierarchical modes of governance, established after World War II, have given way to alternative forms of organization focused on market or network-based architectures. Each chapter explores whether these changes are likely to lead to more or less effective global governance across a wide range of issue areas. This provides a novel and coherent theoretical framework for analysing change in global governance

For decades, imperial powers, Islamic fundamentalists, tribal warriors, and communists have struggled for control of a nation that is geographically and ethnically fragmented. Their conflict reached a peak in the fourteen-year-long civil war that erupted in 1978, a war that resulted in the disintegration of Afghanistan as a state. This fascinating book is a complete analysis of the Afghan civil war, from the 1978 communist coup to the fall of Najibullah, the last Soviet-installed president, in 1992. Drawing on interviews and unpublished private and government documents, Barnett Rubin shows how both the communist regime and the mujahidin (Islamic resistance) recruited leaders and mobilized resources for the conflict, and how international changes - from the election of Ronald Reagan to the collapse of the Soviet Union - affected the Afghan state. Rubin argues that the origins, conduct, and resolution of the war were a function of Afghanistan's connections to the international community, for Afghanistan was incorporated into a state system not of its own making, and foreign financial and military assistance transformed both tribalism and fundamentalism to the point that they are as much creations of international conflict as the resurgence of local traditions. Using theories of state formation and breakdown and of revolution, Rubin provides a comparative framework that makes it possible to integrate this investigation with other studies of Cold War regional conflict and post-Cold War state breakdown.

    Inhalt: What determines the strategies by which a state mobilizes resources for war? And does war preparation strengthen or weaken the state in relation to society? In looking at these questions, Michael Barnett develops a novel theoretical framework that traces the connection between war preparation and changes in state-society relations, and applies that framework to Egypt from 1952 to 1977 and Israel from 1948 through 1977. Confronting the Costs of War addresses major issues in international relations, comparative politics, and Middle Eastern studies. The author argues that Egyptian and Israeli war preparation strategies were a function of systemic, state, and societal variables, and that leaders in each state attempted to balance the demands imposed by international conflict with their domestic economic and political objectives. Before 1967 the governments' strategies led to the expansion of state control over society. But contrary to the prevailing wisdom that war and war preparation will generally strengthen the state, the increased security pressures after 1967 were central to the decline of state power in both countries. After that year, Israeli and Egyptian officials ventured on a path that bolstered the state's military preparedness, but at the cost of its control over society and economy.
