    Content: A world government capable of controlling nation-states has never evolved. Nonetheless, considerable governance underlies the current order among states, facilitates absorption of the rapid changes at work in the world, and gives direction to the challenges posed by interstate conflicts, environmental pollution, currency crises, and the many other problems to which an ever expanding global interdependence gives rise. In this study, ten leading specialists examine the central features of this "governance without government." They explore the ideational bases, behavioral patterns, and institutional arrangements that give structure and direction to the diverse forms of governance prevailing in different parts of the world. The authors pay particular attention to the pervasive changes presently at work within and among states.     Content: Contrary to the expectations of some and the hopes of many, the demise of the Soviet Union and the end of the Cold War did not bring about an era of peace and stability.     Content: Richard Haass traces the evolution of thinking about force from medieval times to our own, taking into account new technologies, new states, new weapons, and new ideas about sovereignty and intervention. Using twelve case studies drawn from recent experiences - including Bosnia, Somalia, Panama, Grenada, Haiti and the Gulf War - he sets forth realistic political and military guidelines for U.S. military interventions ranging from peacekeeping and humanitarian operations to preventive strikes and all-out warfare. Haass then discusses how past interventions could have turned out if these guidelines had been observed. Last, he assesses where and how the United States should be prepared to use force in the future - in the Persian Gulf, the Korean Peninsula, Eastern Europe and in other situations around the world where strategic or humanitarian interests warrant
    Content: Haass also explains the political and military consequences of these commitments, and puts forward a workable division of labor among the United States, regional organizations such as NATO, and the United Nations.     Content: What determines the strategies by which a state mobilizes resources for war? And does war preparation strengthen or weaken the state in relation to society? In looking at these questions, Michael Barnett develops a novel theoretical framework that traces the connection between war preparation and changes in state-society relations, and applies that framework to Egypt from 1952 to 1977 and Israel from 1948 through 1977. Confronting the Costs of War addresses major issues in international relations, comparative politics, and Middle Eastern studies. The author argues that Egyptian and Israeli war preparation strategies were a function of systemic, state, and societal variables, and that leaders in each state attempted to balance the demands imposed by international conflict with their domestic economic and political objectives. Before 1967 the governments' strategies led to the expansion of state control over society. But contrary to the prevailing wisdom that war and war preparation will generally strengthen the state, the increased security pressures after 1967 were central to the decline of state power in both countries. After that year, Israeli and Egyptian officials ventured on a path that bolstered the state's military preparedness, but at the cost of its control over society and economy.
