    Abstract: Incumbent political leaders risk deposition by challengers within the existing political rules and by revolutionary threats. Building on Bueno de Mesquita, Smith, Siverson, and Morrow's selectorate theory, the model here examines the policy responses of office-seeking leaders to revolutionary threats. Whether leaders suppress public goods such as freedom of assembly and freedom of information to hinder the organizational ability of potential revolutionaries or appease potential revolutionaries by increasing the provision of public goods depends, in part, on the sources of government revenues. Empirical tests show that governments with access to revenue sources that require few labor inputs by the citizens, such as natural resource rents or foreign aid, reduce the provision of public goods and increase the odds of increased authoritarianism in the face of revolutionary pressures. In contrast, without these sources of unearned revenues, governments respond to revolutionary pressures by increasing the provision of public goods and democratizing.

    Abstract: How do politicians motivate voters to turn out and support them? We posit that incumbents construct tournaments between groups and distribute rewards to groups based on the levels of electoral support provided. We test our propositions in Japan, where incumbents can discern relative levels of support provided by municipalities in their districts and influence spending in ways that reward certain municipalities over others. Using new data on approximately 3,300+ Japanese municipalities in 1980 to 2000, we show that when municipalities are ranked according to their levels of support for Liberal Democratic Party winners in their district, those at higher ranks get larger rewards, the difference in size of the reward increases at higher ranks, and those in districts where municipalities vary more in size also receive larger rewards. Our findings support the theory and help explain other features of Japanese politics, including why pork tends to flow to relatively unsupportive districts.

    Abstract: This article identifies, inductively through factor analysis, groups of nations linked together by relatively high levels of mutual diplomatic representation. Some theories of international politics hypothesize that nations will maintain high diplomatic exchange with states with whom they share particular bonds of common interest, such as cultural similarity or com mercial interaction. Other theories suggest that diplomatic salience is a function of importance in international politics generally - states will send many diplomats to potential enemies and major neutrals, as well as to friends. Support is found for both hypotheses. Most groupings are 'regionally' based among coun tries with bonds of similarity or other interactions, but one major grouping, of 'Large Powers', includes the great powers plus several middle powers. The typical small or medium power is but weakly linked to other small and medium powers outside its own region, but a few (e.g. India, Egypt, Japan) cast wide nets. The groupings are compared systematically with those that appeared in previous analyses for other variables. The closest approximations are found to groups formed by international trade and by common membership in international organiza tions. Substantially poorer fits are achieved with groupings of socio-cultural similarity, UN voting, and geographical proximity.

    Abstract: Two studies question whether economic interdependence promotes peace, arguing that previous research has not adequately considered the endogeneity of trade. Using simultaneous equations to capture the reciprocal effects, they report that trade does not reduce conflict, though conflict reduces trade. These results are puzzling on logical grounds. Trade should make conflict less likely, ceteris paribus, if interstate violence adversely affects commerce; otherwise, national leaders are acting irrationally. In re-analyzing the authors’ data, this article shows that trade does promote peace once the gravity model is incorporated into the analysis of conflict. Both trade and conflict are influenced by nations’ sizes and the distance separating them, so these fundamental exogenous factors must be included in models of conflict as well as trade. One study errs in omitting distance when explaining militarized disputes. The other does not adequately control for the effect of size (or power). When these theoretically informed changes are made, the pacific benefit of trade again appears. In new simultaneous analyses, the article confirms that trade promotes peace and conflict contemporaneously reduces commerce, even with extensive controls for traders’ rational expectations of violence. Previous studies that address the endogeneity of trade by controlling for the years of peace — as virtually all have done since 1999 — have not overstated the benefit of interdependence. Commerce promotes peace because violence has substantial costs, whether these are paid prospectively or contemporaneously.

    Abstract: The People's Republic of China, as one part of comprehensive changes which extend to the economy and social policy, has moved to change the People's Liberation Army (PLA) to a smaller, more efficient, better-educated force relying more heavily on advanced weapons and high technology. Although Chinese spokesmen insist that war is a continuing phenomenon and that China must be prepared for war, they describe small-scale wars as more likely and deride prior expectations of massive, large-scale war. Policy statements and China's experience since 1949 suggest that the PLA will prepare for defensive war at the border and assertion of Chinese claims in the western Pacific. For the present, however, China insists on the need for a peaceful environment to achieve economic aims. Globally, China urges 'complete prohibition and thorough destruction' of nuclear weapons and criticizes moves to base weapons in space, but pending deep cuts in superpower strategic systems insists on gradual enhancement of China's own nuclear forces. China could encourage moves toward a largely disarmed world, or could insist on sovereign military capabilities re-enforcing today's heavily armed global stalemate
