Raule wurde 1676 mit dem Aufbau der kurbrandenburgischen Marine beauftragt. Er ließ den Kaperkrieg fortsetzen und erzielte einige spektakuläre Erfolge gegen Spanien. Zugleich engagierte er sich für den Aufbau von Handelsbeziehungen nach Übersee und gründete 1682 die Afrikanische Handelsgesellschaft, die 1684 ihren Hauptsitz mit insgesamt 30 Handels- und 10 Kriegsschiffen von Königsberg nach Emden verlegte und als Schiffe- und Geldgeber das koloniale Abenteuer des Großen Kurfürsten unterstützte.Raule stand beim Großen Kurfürsten, dem der Überseehandel und die Marine wichtige Staatsaufgaben waren, in hohem Ansehen. Er errichtete in Berlin eine schlossartige Residenz, das Schloss Friedrichsfelde auf dem Gelände des heutigen Tierparks. Nach dem Tode seines Gönners wurde Raule entmachtet, später wegen seiner Geschäftspraktiken angeklagt und am 12. Dezember 1698 auf der Festung Spandau festgesetzt. Er verlor sein gesamtes Vermögen, musste nach seiner Freilassung im Mai 1702 drei Jahre in Emden auf einem Schiff hausen und durfte erst 1705 nach Hamburg übersiedeln, wo er 1707 nach langer Krankheit starb.
