Die vorliegende Studie befaßt sich mit dem Zustandekommen der Personalvertretungsgesetze in der Bundesrepublik Deutschland und in zwei Bundesländern. Sie will einen historisch-empirischen Beitrag zur Erforschung der Einflußnahme der Verbände auf die Gesetzgebung im Bund und in den Bundesländern liefern. Die Frage, wie in der Bundesrepublik ein Gesetz zustande kommt, wird in der Regel juristisch beantwortet, indem die Bestimmungen der Verfassung und der Geschäftsordnungen der Bundesregierung und der legislativen Körperschaften herangezogen werden. Damit allein ist indessen der tatsächliche Prozeß der Gesetzgebung noch nicht erfaßt, spielen doch dabei eine Reihe gesellschaftlicher und politischer Faktoren eine erhebliche Rolle. Gegenstand dieser Studie ist daher nicht in erster Linie die rechtliche Materie der Personalvertretungsgesetze, sind nicht die Normen, die ihr zugrunde liegen, und die einzelnen Paragraphen dieser Gesetze, sind auch nicht das Gesetzgebungsverfahren im formal rechtlichen Sinne und die Auslegung der Rechtssätze. Untersuchungen dieser Art liegen in einer Reihe juristischer Kommentare über die Personalvertretungsgesetze des Bundes und der Länder vor. Den Verfassern dieser Studie lag vielmehr daran, den gesamten Prozeß des Zustandekommens dieser Gesetze in soziologischer und in politikwissenschaftlicher Sicht zu analysieren
