Die EU-Auslandshilfe wird von den Mitgliedsländern häufig und regelmäßig bewertet und zum größeren Teil für erfolgreich befunden. Gemeinsame Bewertungskriterien unter den einzelnen Ländern gibt es dabei nicht. Effizienz und Effektivität von Entwicklungsprogrammen bleiben, schon aus methodisch-theoretischen Erfassungsproblemen heraus, schwer präzise zu bestimmen. Eine gewisse Einäugigkeit, die Implementationsprobleme und mangelnden Maßnahmeerfolg meist in den Entwicklungsländern und nicht im Planungsprozeß (falsche Technologie, Lieferbindung, schwerfälliges Planverfahren, mangende Koordination mit den Empfängern vor Ort) der Geberländer sucht, verzerrt gleichermaßen eine objektive Bewertung. Bis auf Irland, Portugal, Luxemburg und Italien besitzen alle EU-Länder eigene kleine Stäbe, die Bewertungen erstellen. Der personelle und finazielle Aufwand ist relativ niedrig (zwischen 0,35 und 0,10 % der Fördermittel). Generell sind die Bewertungen zu geberorientiert und konzentrieren sich zu stark auf die Wirksamkeit einzelner Projekte und die öffentliche Legitimation von Auslandshilfe, statt die Lernfähigkeit der Hilfsorganisationen- und agenturen und die Koordination mit den Empfängerländern verbessern zu helfen.
