    Inhalt: Implemented by a joint initiative of ARL and DATAR (Délégation à lÁménagement du Territoire et à lÁction Régionale) an international group of experts reflected regional development policies. Due to a variety of reasons, economic development is accompanied with different regional performances in terms of income, employment, growth etc. Empirical studies and theoretical works in modern regional economics indicate that even in relatively homogeneous groups of countries like the EU economic convergence need time and this is certainly true after EU enlargement, because new Member States with a lower economic performance joint the community. To enhance efficiency and reduce disparities across regions, different approaches have been proposed as a framework for regional development policy; among them are the growth pole concept, spatial economic corridors, and recently, spatial economic networks. This last one emphasizes the role of cooperation among regions and provides a new spatial policy framework. Instead of considering the individual problem regions (as the traditional approach does) trans-national networks and European macro-regions constitute the new typology of the spatial policy framework. Within this new paradigm of regional policy there is a greater tendency to see regions in terms of spatial economic networks and to see the EU as a part of a global competitive innovation system. Due to the economic and political structure of the new Member States and the Candidate Countries regional policies should concentrate on infrastructure, human and social capital, network formation to facilitate the transfer of innovation technology, on areas affected by industrial conversion and on the role played by interregional, international and trans-border cooperation. They should support the modernisation of the institutional system in Central and Eastern Europe and the process of decentralization not only institutional, but also financially. They should enhance local administrative competencies and promote the periphery of the new Member States and the Candidate Countries and increase the cross-border cooperation. These measures together with a substantial reform of EU regional policy and their funds are necessary to make the enlargement to a success story.

    Inhalt: Implemented by a joint initiative of ARL and DATAR (Délégation à l'Aménagement du Territoire et à l'Action Régionale) an international group of experts elaborated the Vision encompassing the shift from a sectoral, i.e. pure agricultural policy of today, to a territorial policy for rural regions to be implemented over a 25 year time horizon. This policy constitutes a desired vision for Europe's rural areas which requires: (1) appropriate institutions, (2) diversifying the economic activities in rural areas, and (3) integrating agricultural and rural policy. To achieve that shift to an integrated policy we need - new institutional frameworks, both on European and national levels, - effective instruments to guarantee the sustainable use of natural resources in agriculture, - the care for the rural population as a whole not only for farmers, - the improvement of quality products and production processes meeting the required environmental and animal welfare standards guaranteeing international competitiveness, - compatibility of the single European market for agricultural products with respect to prices and safety standards with commitments under the WTO, - a policy design and implementation at a decentralised level, and - a coordination of that policy at European and national levels for the benefit to implement the principles of solidarity and cohesion.

    Inhalt: With the beginning of the year 1999, a further important step towards deeper integration of Europe took place: The European Monetary Union (EMU) was put into force. Undoubtedly, this has, beside other effects, also considerable effects on the economic geography of the integrating area. Possible and probable spatial effects of EMU was the motive to establish an international working group within the ARL-DATAR (Délégati-on à l'Aménagement du Territoire et à l'Action Régionale) cooperation agreement in order to shed some light on these effects. The present volume consists of papers having been elaborated by members of the working group. Considerations are made with regard to - consequences for the regions of a changed relationship in which countries being members of the euro-zone stand to each other, - macroeconomic consequences for regions of their being a member of EMU, - effects of the possible concentration of industrial activities in regions and of trends towards specialisation of regions in certain industries, - effects of EMU using a multiregional general equilibrium model, - distinguishing between static and dynamic effects of the Euro. Based on these deliberations recommendations are formulated and spatial orientated policy conclusions are given even though one fear seems to be unfounded: the aim of territorial cohesion in the EU seems not to be touched systematically by the common currency in a negative way.
