Abstract:
In this study we apply the non-parametric DEA Method for measuring the relative efficiency of selected power supply firms in Germany. DEA allows to take into account non-marketable inputs and outputs. The analysis is explicitely run with and without outputs which the power supply sector is obliged by law to produce. This procedure allows to distinguish inefficiencies on the one side caused by the firms and on the other side by regulation. Among others the empirical results show that the public assignment of regional demarcations alone gives rise to technical/technological as well as scale inefficiencies.
