    Abstract: In two previous articles in this journal, I posed the hypothesis that policy generations exist and are able to explain policy changes (De Vries, 1999, 2002). Those articles argued that shifts in the dominant policy goals and the policy instruments being dominant in public policy-making processes occur periodically and simultaneously, congruent with the predictions derived from a model on policy generations. This article completes the trilogy by analyzing shifts in the relations between policy-makers and various societal actors. It argues that these shifts also reflect the periodical changes in the design of policy-making processes and that they occur simultaneously with the shifts in policy goals and the dominant policy instruments used. This supports the hypothesis that major policy change can be understood as a shift in attention simultaneously visible in the policy goals, the instruments used and the role of societal actors; that it is a periodical change; and that such change can be theoretically explained and predicted by the necessary neglect of aspects of policy-making not addressed in the previous period.

    Abstract: This article addresses the question how to distinguish symbolic policies from evidence-based policies, using the efforts of the Brazilian government to improve the achievements of pupils in primary schools as an illustration. The Brazilian government aimed for achievements in basic education in its country equal to those in the developed world and implemented policies in line with decentralization of the schooling system and improvement of the training of teachers. It will be shown that such policies are symbolic in the sense that they may have an appeal to the national population and to the outside world, but are hardly effective. This article’s main argument is that governments can prevent such outcomes when they are less opportunistic in following international fashions, such as the striving for decentralization, and have policymakers analyze the problem somewhat more thoroughly, resulting in evidence-based policies. Points for practitioners This study points to four criteria to distinguish symbolic versus evidence-based policies and gives an example of how to use these criteria in practice. This is useful for policymakers, policy analysts and policy evaluators.

    Abstract: In the past 20 years, decentralization has been proposed as a strategy for enhancing public participation. Aid-providing organizations, such as the World Bank, stimulated decentralization processes in several countries in the hope that this would promote civic empowerment, diminish corruption, enhance efficiency, and improve public service delivery. This assumption forms the basis for a comparative analysis into the relation between decentralization and participation at the local level in Brazil, Japan, Russia and Sweden. A multi-level regression analysis using the data of the Democracy and Local Governance Project was undertaken in order to test the `one size fits all' and the `diversity in development' hypotheses. The results show that the second hypothesis was corroborated. Perceived autonomy had a different impact on openness to participation depending on the country considered; in one country (Japan), perceived autonomy diminished public officials' willingness to be open to public participation.

    Abstract: Facing the reality of groups in Europe being in effect socially and politically marginalized, this article asks how the political inclusion of minorities is and should be established at the local level. First, a model is developed building on normative theories of political inclusion. This points to the importance of two dimensions of inclusion and exclusion, namely the possibility of direct participation and the granting of (special) rights to minorities. In order to test the relevance of the model data based on a survey among approximately 5000 members of the local élite in East and West European countries are analysed. The conclusion is that most local officials in East and Western Europe are remarkably unwilling to allow for special participatory arrangements or special rights. A difference between the old and new democracies in Europe as to the propensities towards possible democratic arrangements is revealed. In the old democracies, local élites are more positive as to general participatory arrangements, whereas the élites in the new democracies are more inclined to grant minorities the right to organize and institutionalize. Further analysis indicates that the differences found cannot be explained in terms of individual traits. Moral and cultural values and structural circumstances seem to be dominant factors. The relative stability of such factors suggests that we cannot be optimistic about the development of more inclusive arrangements on behalf of those that now seem to be systematically excluded.

    Abstract: This article investigates patterns of generalized trust among local political and administrative leaders. It explains the differences therein and studies the impact of such trust on the inclination to involve people in policy-making processes. The research is based on a survey among approximately 16,000 local administrators and politicians in 665 communities in 18 countries. The findings are analyzed using a multi-level model. It is found that generalized trust among local policy-makers, as a form of low-level risk, can be explained by the judgment about past experiences with public participation, the judgment of the abilities of the constituency and the scope of problems in the community. Regarding the impact of trust on the propensity to involve people in the policy-making process, significant differences are found between old, new and newest democracies. In the old democracies there is hardly a relation between the tendency to seek the support of citizens on the one hand and generalized trust on the other hand. The severity of social problems has in these countries a positive effect on involving citizens. In the new and especially the newest democracies, the relation between trust and support-seeking behavior is significantly stronger. When problems become less urgent in those countries and the local policy-maker does show generalized trust,(s)he is significantly more inclined than his/her colleagues to seek the support of the people. This implies that there might exist a paradox, namely that in order to enhance practices of good governance, claiming these are more effective, one already needs a society in which policy-making is relatively effective and that has adequate problem-solving capacity.

    Abstract: The article presents the results of an empirical analysis of interdependence, cooperation and conflict. The results show a curvilinear relationship between these three variables. Interdependence is measured by four indicators: the politico-military, economic, institutional and diplomatic ties between nation-states. The structure of interdependence relations in the period 1950-60 is analysed by means of multidimensional scaling techniques. The structure of cooperation and conflict is measured accordingly. The conclusions from the analysis are: first, that the four aspects of interdependence are closely related; second, that the structure of interdependence is relatively stable through time; and third, that strong ties of interdependence are not only related to processes of intensive integration, but also to processes of intensive conflict. The results show that interdependence has the effect of intensifying relations among nation-states irrespective of their nature. It intensifies not only processes of cooperation, but also conflictual processes.
