    Content: South Africa inherited a highly divided and segregated education system from the apartheid system, which was based on racial, economic, and social inequalities. Unfortunately, such inequalities continue to persist despite the many changes that have been achieved since 1994. Currently there are two national departments of education, the department of basic education oversees primary and secondary schooling, and the department of higher education and training oversees tertiary education. Many commentators have observed that despite the attainment of democracy, two school systems persist to exist in South Africa, one serving the richer minority and another serving the poorer majority. Issues of access have largely been addressed through a quintile system where schools in the highest quintiles are fully funded by government while those in the richer localities are self-funding
