Abstract:
Nach der Ermordung des liberalen kolumbianischen Präsidentschaftskandidaten Luis Carlos Galan am 180 August 1989, vermutlich durch Killer des sog, Medellin-Kartells, haben führende Köpfe des kolumbianischen Drogenhandels seltene Berühmtheit erlangt, Tagtäglich waren Nachrichten aus dem sonst vergessenen Land zu vernehmen, allesamt über »Drogenbarone « und »Drogenkrieg«, Das Thema Drogenhandel und organisierte Kriminalität, das auch in der BRD Hochkonjunktur hat, ist mit Mythen übersät, die eine Law-and-Order-Politik legitimieren, Sachgerechte Analysen gibt es selten und die vorliegenden werden kaum zur Kenntnis genommen. Im Jolgenden soll daher erstens versucht werden, die Produktion und Vermarktung kolumbianischen Kokains zu skizz.ieren,· zum zweiten wird die Bedeutung des Drogenhandels in der kolumbianischen Gesellschaft und Politik, insbesondere die Verstrickung der Drogenunternehmer in den schmutzigen Krieg gegen die Volksbewegung untersucht; an dritter Stelle werde ich die US-amerikanischen und die europäischen Konzepte der Drogenbekämpfung und deren Erfolglosigkeit analysieren,
