Abstract:
The recently published study "Sustainable Germany" argues that energy and resource throughput of the German economy are much too high and have to be reduced by at least 80 per cent within the next fifty years in order to contribute to global sustainable development. This "de-materialization"
of the economy would require a fundamental change in physical infrastructures: in the areas of energy (electricity, gas, heat); material f1ows, logistics and waste management; drinking water; water for industrial processes (cooling for example) and waste water treatment; traffic and transportation; development and urban planning; communication and information technologies. The process of restructuring should be oriented towards three principles of transformation: from supplyexpansion to Demand Side Management (DSM) and Integrated Resource Planning (IRP); from generating wealth by material
f10wsto generating wealth from the stock; from sales to service orientation. In concreto this would mean: Energy Utilities make money by selling or leasing efficient electric appliances, light bulbs, machinery, equipmentor by home insulation and other services instead of just selling electricity, gas and heat.So less fossil fuels will be burnt and less power plants will be needed. Water Utilities help their customers to use water more rationally by demand-side investments in water saving technologies (showerheads, fittings, closed water cycles). So there will be less need to use valuable
groundwater and to build new dams. Waste dumping and incineration will lose importance if waste prevention will be the standard, if products will be durable, repairable, reusable and recycleable, if packaging materials will be organicor recycleable, if production processes will be more resource-efficient and production cycles be closed. Instead of further extending the road networks transportation policies will put emphasis on new logistics concepts. establishing Mobility Service Companies (suchas Car Leasing and Sharing, job tickets for Public Transport), strengthening the role of public
transport systems. Traffic prevention by incentives and disincentives will playa major role in making the cWes more livable again. Development planning will concentrate on re-integrating the different spheres of life again: living, learning, working, shopping, leisure. A key element of slowing down additional space cover for housing and business purposes is the increase in building density in urbanareas. To achieve thisa mixof various measures is needed: preventing urban land speculation; recycling old industrial sites in the cities and using them for housing and parks; recycling
old buildings and using them for flats and offices; new forms of settlements where land is used by the community instead of land- intensive family homes. Finally the ecological potential of the communication and information technologies is discussed. It is argued that these technologies might have some positive impactson the environment (for example, replacing physical traffic by electronic traffic) but that there is no reason to be enthusiastic. It is most likely that the computer networks will save and induce physical traffic simultaneously (for example. electronic contacts will
probably lead to "real" contacts sooneror later; if people have to be in office just onceor twicea week, they might accept to travel even further distances from home to work by car). A set of instruments is discussed how an environmentally more benign and leaner infrastructure could be achieved.Selten hat in der Bundesrepublik Deutschland ein wissenschaftliches Werk soviele öffentliche Diskussionen ausgelöst wie die Studie "Zukunftsfähiges Deutschland - Ein Beitrag zu einer global nachhaltigen Entwicklung". In der Anfang 1996 als Buch
erschienenen Untersuchung des Wuppertallnstituts für Klima, Umwelt, Energie wird der Versuch unternommen, den sozialen, öko- nomischen und ökologischen Veränderungsbedarf während der kommenden fünfzig Jahre zu formulieren und Wege in Richtung Nachhaltigkeit aufzuzeigen. Ein solcher Versuch kommt naturgemäß nicht ohne Werturteile aus und kollidiert fast zwangsläufig mit diversen Interessen und anderen normativen Vorstellungen. Oft heftig waren denn auch die Reaktionen auf die Studie. Einerseits findet sich viel Lob. Da ist die Rede von der
"grünen Bibel der Jahrtausendwende" (DERSPIEGEL), dem "qualitativ Gehaltvollsten und vielleicht politisch Wirksamsten, das die ökologische Bewegung bislang hervorgebracht hat" (Blick durch die Wirtschaft, Frankfurter Allgemeine Zeitung), oder einem Konzept, das "den Atem der Schaffbarkeit" ausstrahle (Bundesumweltministerin MerkeI). Gleichzeitig finden sich aber auch schroffe Kritik und Ablehnung, etwa der "linke" Vorwurf,eshandele sich um ein "Technokratenmärchen ohne Kapitalismuskritik" (Elmar Altvater in TAZ),
oder der "rechte" Vorwurf, in diesem Werk werde der "Einstieg in die Planwirtschaft" gedanklich vorbereitet (Gerhard Voss vom Institut der Deutschen Wirtschaft in DIE ZEIT). Auch in der Wissenschaftsgemeinde fallen die Urteile sehr unterschiedlich aus. Die Großforschungseinrichtungen monieren, daß die Chancen der Technologie (besonders der Gen- und Informations- technologie) unterschätzt würden, und resümieren: "Es entsteht der Eindruck, daß Suffizienzaspekte gegenüber Effizienzaspekten bevorzugt werden" (TA- Datenbank-Nachrichten). Hingegen heißt esbeim Deutschen Institut für Wirt- schaftsforschung: "Die Studie ... stellt einen wertvollen Beitrag zu der Diskussion dar, wie Deutschlands Wirtschafts- und Lebensweise dauerhaft umweltgerecht werden kann" (Michael Kohlhaas in Blätter für deutsche
und internationale Politik). - Im folgenden Beitrag werden nicht nochmals die Gesamtergebnisse des "Zukunftsfähigen Deutschlands" erörtert, vielmehr befaßt sich der Autor, der Leiter der Studiengruppe war, mit einem besonderen Teilaspekt der Nachhaltigkeitsdiskussion: der Frage nämlich, wie eine materielle Infrastruktur aussehen müßte, die den Anforderungen des ökologischen Strukturwandels genügt. Hierbei wird die konstruktive Kritik bereits berücksichtigt.
