    Abstract: Modern society is at a new informational stage of development. This led to the modernization of communication tools and the emergence of new types of cognitive activity of man, in particular, «clip thinking. Since «clip thinking” is formed in childhood, an assessment of the impact of Internet communication and the use of «gadgets» on the formation of cognitive processes in children, as one of the components of human potential, can help in solving this problem. The purpose of the manuscript was to assess the impact of the use of ICTs and electronic devices on the formation of memory, attention, thinking, imagination, digital skills in school children. It was determined that the constant use of «smart»technology and Internet resources by children has an adverse effect on the formation of memorization, thinking and attention skills, as well as academic performance and school motivation. Scientific novelty lies in the ability to assess the level of development of cognitive processes in schoolchildren under the influence of ICT using the sub-index of intellectual development developed by the scientific group, the index of the human potential of the child population. The obtained data can be used in the formation of family policy programs, the development of educational organizations, professional development of teachers, psychologists, social educators, parents.

    Abstract: Early in the COVID-19 pandemic, UNICEF warned that the mental well-being of children and adolescents could be severely affected. And their parents are also, according to scientists, a group of increased risk of adverse outcomes of the outbreak of a new coronavirus infection. This study presents selective results of the cohort monitoring “Studying the conditions for the formation of a healthy generation in the Vologda Oblast”, conducted by the Vologda Scientific Center of the Russian Academy of Sciences. The information base is the results of a survey of 364 mothers of children from three cohorts born in 2004, 2014 and 2020. (aged 1, 7 and 17). The problems and experiences faced by the families of children and adolescents during the pandemic are considered. Results: children, according to parents, most easily endured the situation of the spread of a new coronavirus infection. However, schoolchildren's mothers note in their children an increase in the level of fear for the health of loved ones, the emergence of problems with distance learning, a decrease in physical activity, excessive passion for gadgets, an increase in body weight, and a deterioration in physical and mental health. Parents of first-graders became the group at increased risk of developing adverse psychological outcomes of the pandemic. They were more likely than other parents to face economic problems, experienced anxiety and depressive symptoms, feelings of guilt towards children due to insufficient time and attention, their family members began to quarrel more often. Despite the severity of the condition, their behavior was dominated by constructive coping actions in a difficult life situation. The most protected in psycho-emotional and economic terms were the parents of children of the first year of life. Health, education and social policy professionals, governmental and non-governmental organizations have an important role to play in mitigating the psychosocial negative impacts of COVID-19 on children and adolescents and their parents.

    Abstract: A health-preserving environment in educational institutions is extremely important for the preservation and strengthening of the physical and mental health of children, for the formation of a healthy lifestyle, and also contributes to the growth of the human potential of society. The purpose of this work is to analyze the problems and prospects of health saving in educational organizations of the Vologda Oblast based on the data of an expert survey of managers and specialists in the field of health and education conducted by specialists of the Vologda Scientific Center of the Russian Academy of Sciences within the framework of the project "Studying the conditions for the formation of a healthy generation". Among the main risk factors for children's health, experts call improper and irregular nutrition, increased academic load, reduced motor activity in the fresh air, and a fascination with gadgets. In general, specialists in the fields of education and health care consider their interaction in matters of improving the health of pupils and pupils sufficient and effective. However, during the interview, a number of shortcomings were revealed in the system of health care for children in schools and kindergartens: the absence of a permanent medical worker (pediatrician, paramedic, nurse); the lack of narrow specialists (psychologist, speech pathologist, speech therapist, physical therapy instructor, etc.); the elimination of the practice of dental examinations; violation of sanitary and epidemiological rules in terms of the use of equipment (in particular ophthalmologists); insufficient continuity of information about the neuropsychiatric development of the child upon admission to school; insufficiency of specific prevention, lack of comprehensive practice-oriented programs for health care and "health lessons". A number of organizational, personnel, regulatory, informational, methodological, material and technical conditions for improving the efficiency of health saving in educational institutions are also presented.
