Abstract:
Praca rzecznika prasowego instytucji publicznej stanowi niewątpliwie ważny element kreowania wizerunku instytucji i budowania jej wiarygodności. Zarówno Konstytucja RP, jak i wynikające z niej akty wykonawcze (przede
wszystkim ustawa — Prawo prasowe i ustawa o dostępie do informacji publicznej) gwarantują wolność prasy, swobodę w wykonywaniu działalności dziennikarskiej. Wszystko to z kolei służyć ma wykonaniu społecznej kontroli nad działalnością tych instytucji, które funkcjonują po to, by zapewnić obywatelom możliwość dostępu do niezbędnych świadczeń, takich jak ochrona i wspieranie obywateli oraz poprawa jakości ich życia, są finansowanie ze środków publicznych, umożliwiając tym samym skorzystanie z nich przez każdego obywatela, a także podejmują działania nastawione na zdobywanie bądź wzmacnianie zaufania i wiarygodności wśród obywateli. Przy tak zdefiniowanym pojęciu instytucji publicznej z pewnością zalicza się również do niej administrację publiczną, samorządową, a także służby odpowiedzialne za bezpieczeństwo państwa i jego obywateli. Wszystkie te podmioty, realizując nałożone przez prawo obowiązki w zakresie informowania opinii publicznej, transparentności, realizują przyjętą politykę prasowo-informacyjną. W przypadku większości odpowiedzialność za jej realizację spoczywa na rzecznikach rasowych, ci zaś muszą sprostać stawianym im wyzwaniom, z jednej strony zdając sobie sprawę, że działają na podstawie prawa, z drugiej maksymalnie dostosowując się do potrzeb i oczekiwań dziennikarzy. To na podstawie relacji z nimi kreują wizerunek reprezentowanych instytucji. Przy czym zarówno wolność mediów, jak i wspomniane obowiązki w dostarczaniu informacji dziennikarzom nie mają charakteru absolutnego. Niejednokrotnie podlegają obwarowaniom wynikającym z praw ograniczających możliwość udzielenia informacji. W związku z tym tajemnica prowadzonego postępowania przygotowawczego, ochrona danych osobowych, tajemnica służbowa, tajemnica przedsiębiorstwa itp. uniemożliwiają realizację w pełni otwartej polityki medialnej. Budowanie tak ważnej dla każdej instytucji publicznej wiarygodności jest podstawą działań z zakresu PR, a rzecznicy prasowi są przecież ich częścią. Nie da się tego osiągnąć, posługując się kłamstwem, półprawdą czy tak popularnym w obecnych czasach fake newsem. W kontaktach z mediami obowiązuje zatem zasada wystrzegania się kłamstwa i dokładnego sprawdzenia przekazywanych danych. Skutki jej niestosowania potrafi ą być tragiczne dla samego rzecznika, instytucji, którą reprezentuje, a także dla autorytetu państwa, którego ta instytucja jest częścią. Instytucje publiczne w swoich działaniach powinny kierować się dobrem publicznym, służąc z równym zaangażowaniem każdej z sił politycznych sprawujących władzę, ograniczając swoją aktywność do wykonywania decyzji podejmowanych przez polityków. W pracy apolitycznych rzeczników prasowych instytucji publicznych takie działania muszą przekładać się na — rozumiane bardzo szeroko — apolityczne komunikowanie.
