    Abstract: The process of Vietnam participating in ASEAN in the past 26 years (1995-2021) has shown that it has many practical contributions to this organization. In a new international and regional context, Vietnam with its new position and strength after 35 years of renovation gives it opportunities to contribute more to the solidarity and integration of ASEAN. In addition, the formation of the ASEAN Economic Community (AEC) is a chance for Vietnam to expand its development for the Southeast Asian community’s peace, cooperation, and development in the future. After 26 years of participating in this regional organization, Vietnam has made many significant contributions to turning ASEAN into a framework of peaceful cooperation for mutual development. From ASEAN-6 to ASEAN-7 and ASEAN-10, it is clear that as a responsible member, Vietnam's position and influence in this region have been increasingly recognized. Through various dialogue mechanisms, Vietnam today has become an important and comprehensive economic partner of AEC. In this study, the research team used statistical data from the World Bank, the General Statistics Office of Vietnam, the Global Competitiveness Index (GCI) of the World Economic Forum, labor productivity of the Asian Productivity Organization (APO) to clarify Vietnam's economic position in AEC. The collected data shows that Vietnam's economic position within AEC countries has increased; however, it still faces many challenges and the risk of economic backwardness. Based on that, the study proposes some solutions to enhance Vietnam's economic position in AEC.

    Abstract: Industry 4.0 has changed many areas of life, among which education is one of the fields with the most impact. Education 4.0 is increasingly developing in the world, and the concept of smart education is becoming a current trend, especially in the context of the Covid-19 pandemic. The application of new technologies such as Artificial Intelligence (AI) and Internet of Things (IoT) in training is also increasingly of interest globally, and Vietnam is no exception. The rapid growth of Industry 4.0, and Smart Education with Smart City development and the Covid-19 pandemic in Vietnam, have accelerated the burgeoning of Smart Classroom. These advances have given rise to various applications in several areas of society, ranging from digital transformation to managing and automating simple tasks. Foreseeing that trend, in this study, the authors reviewed the most typical research works on smart classrooms in the world and outlined the respective research directions and core technologies to build a smart classroom. Consequently, in this study, we reviewed the most advanced works about Smart Classroom in the world and summarized the current research directions as well as the corresponding primary functions. Besides, we also proposed the Smart Classroom model applied Artificial Intelligence and the Internet of Things which will be suitable for the facilities, culture, as well as the Vietnamese market and education environment. Bringing these features of the smart classroom with proposed technologies and features will help teachers and students experience the technology and illustrate the application of science and technology in a close and vivid way STEM topics in the context of Education 4.0 development in Vietnam.

    Abstract: Sustainable livelihood is not only the livelihood objective but also households’ expectations. Livelihood diversification is aimed at ensuring the farmer's resilience to shocks and improving livelihood sustainability. Research on livelihood diversification in rural areas contributes to the development of agricultural development policies, social security policies for all farm households in Vietnam. The authors applied statistic and regression methods to analyze VARHS’s database which is surveyed 12 provinces in Vietnam over years. This paper is carried out to analyze and evaluate factors affecting the probability of choosing to diversify the livelihoods of Vietnamese farmers by developing a diversification index (SID) and SID’s determinants based on the DFID framework. The results show that the decision to diversify livelihood is influenced by many factors, including age, planted areas, asset value, saving money. Since then, the authors propose some implications for promoting the livelihood diversification of Vietnamese farmers.

    Abstract: Climate change, mainly originating from CO2 emissions, has adverse impacts on the social-economic development of Vietnam. Forestation is one of the solutions to reduce CO2 emissions. Thus, this paper investigates the possible impact of reforestation on CO2 emissions in Vietnam during 1990-2019. Data in the study is collected from the World Bank. The study uses a Vector Auto Regression model (VAR) to analyze the relationship between reforestation and CO2 emissions. The research results show that forest coverage has a negative impact on CO2 emissions in Vietnam. On the other hand, the results also suggest that there is a two-way relationship between urbanization and CO2 emissions in Vietnam. Based on the findings, the Vietnamese government can reduce CO2 emission by increasing forest coverage, harmonizing between urbanization and economic growth toward green development and forest protection. This study is significant to the solutions of tackling climate change by providing evidence of the effects of reforestation on CO2 emissions in Vietnam.

    Abstract: This research paper addresses issues related to health, health care, human resources in health sector, characteristics of human resources for health, the need to develop a health workforce, analyzes criteria for evaluating human resources for health in terms of both quantity, quality and structure of human resources; the current situation of human resource development in the health sector in the Ho Chi Minh city from the perspective of quantity, quality and structure of human resources in the state, non-state, and foreign-invested sectors. From the analysis of the current situation of human resource development for health in the city, the author has assessed the situation of human resource development, shortcomings and limitations such as the size and quality of professional training. health care is not commensurate with the current socio-economic development, the salaries of doctors and nurses are still low and not commensurate with their efforts, especially in the public sector, brain drain,... and suggested recommendations and solutions such as expanding training scale and controlling training quality, ensuring human resource structure distributed by line, improving motivation for human resources. health care, investing in physical and technical infrastructure serving medical examination and treatment, improving the management capacity of the leadership team in order to develop human resources in the health sector in the coming period.

    Abstract: Law on Enterprises 2020 has appropriately modified provisions on the organization and operation of multi-member limited companies. However, shortly after implementation, some new regulations continuously lead to impediments whose legal loopholes would contribute to risks and harmfulness to corporations, investors, and even economic activities in general. Different from previous versions; the Law on Enterprises 2020 overlooks the rights and duties of companies’ members and supplies only provisions on those related to persons in the Board of Members instead. Neverthesless, this has forfeited several rights inevitably owned by a company’s member, who contributes to and owns parts of the company’s capital. In addition, it provides an incomplete regulation on corporations’ executive and management, in particular the apparent competence of the Board’s members. Currently, the Director (or General Director)’s decisions are scoped in corresponding with the rights of the Board of Members’ president. Regardless, the Corporation Law 2020 sends no confirmation of such rights. Accordingly, this paper extracts obstacles in rules on the Board’s members and their rights and duties for appropriate solutions. Under the common aspects, the problems raised on provisions concerning authorities to enter into contracts of the Director (or General Director) and the President of the Board of Members are considered for proper recommendations for further amendments to the Law on Enterprises.

    Abstract: In today's market economy, the evaluation of a company is not only in financial aspects such as profit and market share but also in the company's contributions to the community and is expressed a lot through responsibility, especially in service industries, because of the intangible nature of products. The relationship between corporate social responsibility and the enhancement of corporate brand value has been proven a lot in theoretical and practical studies. Most studies show a positive impact of corporate social responsibility on corporate brand equity. However, in some cases, corporate social responsibility can still have a negative impact on the business if it is not properly invested and orientated towards customers and stakeholders. Moreover, there is still no consensus on the factors affecting the price of building brand value from corporate social responsibility. This study helps us to clarify the theories of corporate social responsibility, corporate brand equity, and the impact of corporate social responsibility on direct and indirect brand equity. At the same time, building a model of the impact of corporate social responsibility on corporate brand value through the mechanism of mediating customer trust and customer participation in the hotel industry in Vietnam. The results were carried out with a survey of 520 customers who are users of 4-star and 5-star hotel services in Ho Chi Minh City, using the analysis tool PLS-SEM. The results of the study show that there is a direct positive relationship between corporate social responsibility and brand equity, as well as a positive mediating relationship of customer trust and customer participation. The results are suggestions for developing brand value through social responsibility at enterprises in the industry.

    Abstract: Law on Enterprises 2020 has offered many favorable opportunities for investors, created flexibility in business for increased enterprise freedom, and contributed to eliminating the limitations of Law on Enterprise 2014. For the first time in Vietnamese Law on Enterprises, a multi-member limited liability company is allowed to issue shares to convert into a joint-stock company. In addition to the openness in multi-member limited liability companies’ capital mobilization, the 2020 also provides clearer and stricter regulations on corporate governance enhancing the level of protection for investors through regulations on capital transfer conditions and stakes handling. However, there are still some restrictions in the provisions of governing the stakes ins multi-member limited liability companies. This article identifies and analyzes limitations in regulations related to the member’s stake in a multi-member limited liability company via three cases: i) Redemption of the member’s stake in a multi-member limited liability company; ii) Handling the member’s stake in the event of conversion to a joint-stock company; iii) Transfer of the member’s stake in some particular cases. On that basis, the article proposes solutions to improve the effectiveness of the Vietnamese Law on Enterprises.

    Abstract: Regression models for panel data are increasingly widely used in socio-economic studies because they consider the relationship between many objects over time; thus they can better measure unobservable effects. This study aims to test Okun's law on the relationship between economic growth rate and unemployment rate in two groups of countries (developed and developing). The study was conducted on panel data for the period 2008–2019 using a number of static and dynamic regression models. The model test results show that the dynamic regression model (differential general moment model, DGMM) is a more suitable model in testing the validity of Okun's law for these two groups of countries. These results show that the relationship between unemployment and economic growth in both these groups of countries is quite consistent with Okun's law, in which developing countries have a higher degree of concordance. Moreover, the group of developing countries has a larger Okun coefficient, so economic growth in this group of countries is more affected by the unemployment rate. From the obtained results, we try to explain the causes leading to this difference in this influence level , and suggest some solutions that need special attention to achieve the goal of economic growth.

    Abstract: Vietnam is viewed as having a banking-dependent financial system. The population's idle capital is mainly used to serve the investment needs of the economy indirectly through the banking system. Therefore, developing the stock market, particularly the corporate bond market, enables the economy to minimize its dependence on the banking system and generate capital for the economy. Issuing bonds is considered a method of raising money that has a number of advantages, including the ability to mobilize capital from all economic sectors. On the other hand, several comments in the research on promoting long-term capital financing suggest that the issuance of bonds also provides the market and investors with a financial tool, assisting in the diversification of investment portfolios and risk reduction. Developing the corporate bond market is not only in Vietnam but also becomes an urgent task than ever when the domestic, regional and world economies face numerous difficulties stemming from crises. According to the Asian Development Bank (ADB), one of the main reasons behind the 1997 Asian financial crisis was the excessive dependence of Asian economies on commercial banks for domestic financing. Asian countries have almost failed to diversify financial sources to finance businesses because these economies mainly rely on banks instead of other financial instruments, in particular. The bond market is still underdeveloped and quite small in size. Moreover, Asian countries need a substantial long-term source of capital (US$750 billion per year 2010–2020) to develop infrastructure connectivity within and between economies in the region. Therefore, the restructuring of the financial system, in which the diversification of capital funding sources, specifically promoting the bond market in general and the corporate bond market in particular, becomes an indispensable need not only of especially in Vietnam but also in Asian countries, especially since the 1997 Thai currency crisis and the 2008 global financial crisis, through the bond market in general and the corporate bond market in particular, sources local and regional capital can be channeled into infrastructure projects and other productive investments over the long term. Having a well-developed local currency bond (including corporate bonds) market can enhance the resilience of domestic financial markets to external shocks and facilitate better intermediation between savings and investment. invest in production in Asian countries, including Vietnam.
