Abstract:
Mit der Wiedervereinigung Deutschlands am 3. Oktober 1990 wurde ein Problem gelöst, das Europa seit dem frühen 19. Jahrhundert immer wieder beschäftigt hat: die deutsche Frage. Sie konnte aber offenbar nur gelöst werden, indem die europäische Frage in Gestalt der „Finalität“ der EU offen blieb. Entgegen den ursprünglichen Bonner Vorstellungen wurde auf französisches Drängen die europäische Gemeinschaftswährung der Schaffung einer Politischen Union und damit auch einer Fiskalunion vorgezogen. Diese Entkoppelung gilt heute als Konstruktionsfehler des Euro. Das deutsche Insistieren auf einer Harmonisierung der Haushalts- und Wirtschaftspolitiken wird vielfach als hegemoniales Gebaren Berlins kritisiert. Haben wir es inzwischen mit einer neuen deutschen Frage zu tun - oder ist die europäische Frage weiterhin offen?
