Russlands Angriffskrieg, Präsident Putins strategische Ziele und Moskaus nukleare Drohungen gefährden Europas Sicherheit. Die NATO antwortet mit einer neuen Strategie, der signifikanten Stärkung ihrer Verteidigungsfähigkeit und der Aufnahme Finnlands und Schwedens. Ihr nukleares Dispositiv bleibt gleich. Seine Rolle und Wirkungsweise basieren auf den Prinzipien der Flexible Response von 1967, die auch der erweiterten nuklearen Abschreckung der USA zugrunde liegen. Diese verbindet Europas Sicherheit sichtbar mit der Sicherheit Amerikas. Nukleare Teilhabe der Europäer verlangt Kenntnis, Kompetenz und Mitverantwortung. Europäische nukleare Abschreckung durch Frankreich und Großbritannien kann Amerikas erweiterte Abschreckung nicht ersetzen. Aber die Option, einen Krieg zu beenden mit einem selektiven Einsatz von Atombomben, gelenkt von europäischen Kampfflugzeugen (F-35) gegen Ziele in Russland, sollte ergänzt werden – durch zielgenaue, landgestützte Flugkörper und großflächigen Ausbau der Luftverteidigung in NATO-Europa, um so mehr Flexibilität zu erreichen.

Abstract: Russia’s war of aggression, Moscow’s nuclear threats and President Putin’s strategic gaols threaten Europe’s security. NATO responds with a new strategy, the significant strengthening of its conventional defence capabilities and the integration of Finland and Sweden. Its nuclear posture remains the same. Its role and application are essentially based on the principles of NATO’s 1967 Flexible Response strategy, which is the backbone of the U.S.’s extended nuclear deterrence. It visibly links Europe’s security with America’s security. American-European Nuclear Sharing arrangements require knowledge, competence and shared responsibility. European nuclear deterrence by France and Britain cannot replace America’s extended deterrence. But the option of ending a war by selective use of nuclear bombs, carried by European fighter jets (F-35) against targets in Russia, should be supplemented for more flexibility by precision-guided missiles and the large-scale upgrading of air defence in NATO Europe.
