In der sowjetischen Entwicklungsländerforschung der Perestroika-Ära ist das Modell der "sozialistisch orientierten" Entwicklung, das seit den 60er Jahren entwickelt und propagiert wurde, Gegenstand einer äußerst kritischen Debatte geworden. Die Kritik richtet sich vor allem gegen den etatistischen Charakter des vorgeschlagenen Entwicklungsweges. Wie es am Beispiel insbesondere der afrikanischen Länder mit sozialistischer Orientierung nachvollzogen werden kann, ist es auf diese Weise nicht gelungen, die nicht-staatlichen Sektoren der Wirtschaft zu stimulieren, noch hat der Staatssektor eine ausreichend positive Rolle im Entwicklungsprozeß übernehmen können. Die Alternativen, die in der heutigen Debatte zum etatistischen Sozialismusmodell angeboten werden, ähneln dem Leninschen Konzept der "Neuen ökonomischen Politik", das eine verstärkte Rolle des privaten Unternehmertums und der kleinen Warenproduktion zum Inhalt hatte.
