Gegner wie Befürworter der ökonomischen Globalisierung argumentieren, dass grenzüberschreitende Investitionen eine der Triebkräfte globaler wirtschaftlicher Integration darstellen. Die jeweiligen Vorstellungen, wie das Instrument der Investitionen eingesetzt bzw. in welche Bahnen die gesellschaftliche Entwicklung über eine (De-)Regulation des Investitionsbereichs gelenkt werden sollte, gehen jedoch weit auseinander. Die Versuche, diese Frage durch internationale Verträge zu klären, sind durch eine Politik und Ideologie der Liberalisierung charakterisiert. Auffallend sind dabei eine Zunahme zivilgesellschaftlichen Protests gegen derartige Abkommen und steigende Befürchtungen, dass solche Bestimmungen einseitig die Interessen Transnationaler Unternehmen befördern und zu Lasten demokratischer Entscheidungsspielräume gehen. Tatsächlich lässt sich eine relativ hohe Übereinstimmung zwischen den Zielen und Argumenten der EU-Kommission und den Aussagen von Lobbyorganisationen Transnationaler Unternehmen feststellen, wobei sich der Schwerpunkt der Argumentation von ökonomisch-wettbewerbsorientierten Motiven hin zu einer Rhetorik der Berücksichtigung der Interessen von Entwicklungsländern entwickelt, ohne dass dabei an der grundsätzlichen neoliberalen wirtschaftspolitischen Ausrichtung gerüttelt wird.
