In April 2000 General John Shalikashvili commissioned a study from the NAS to address technical issues that had arisen during Senate debate on the Comprehensive Test Ban Treaty (CTBT). The Committee on International Security and Arms Control worked with NAS leadership and government sponsors to define the scope of the study. The Committee on Technical Issues Related to Ratification of the Comprehensive Nuclear Test Ban Treaty was appointed to carry out the study and wrote the report. The three main technical concerns addressed are the U.S. capacity to maintain confidence in the safety and reliability of its nuclear stockpile, the capabilities of the international nuclear test monitoring system, and the potential addition by other countries to their nuclear weapon capabilities and its impact on U.S. security.
