Der berühmteste Kriminalfall des 19. Jahrhunderts ist der Stoff des zweiteiligen Historiendramas "Kaspar Hauser", dessen Umstände bis heute nicht restlos geklärt werden konnten. Der Beginn der geheimnisumwitterten Geschichte liegt im Jahre 1812. Besorgt um die Macht ihres Familienclans, läßt Gräfin Hochberg den neugeborenen Erbprinzen von Baden entführen, um die Thronfolge ihrer Linie zu sichern. Über viele Jahre in völliger Dunkelheit in einem Verlies gefangengehalten, dämmert das Kind in totaler Isolation vor sich hin. 1828 bekommt "Kaspar Hauser", wie er sich selbst nennt, die Freiheit - ohne etwas von seiner adligen Herkunft zu ahnen. Verwahrlost, unfähig zu sprechen oder Gefühle zu zeigen, wird das Findelkind im Stadtgefängnis von Nürnberg untergebracht. Bis sich Gerichtspräsident Anselm von Feuerbach seiner annimmt und in mühsamen Recherchen die Hofintrige aufdeckt. Vor diesem Hintergrund zeigt Regisseur Peter Sehr in seinem Film ein präzises Psychogramm über die Macht und ihren Preis - ein Spiegelbild der Gegenwart, die zur "kultivierteren" Form des politischen Rufmords greift. Mit opulenten Bildern, frech modernisierten Dialogen und einfühlsamen Darstellern gelingt es Peter Sehr, an das große Erzählkino anzuknüpfen.
