    Content: Standard theory of industrial organization provides explanation regarding the process of competition development under the setting of a capitalist economy but deals little with circumstances where product market competition is supposed to be among firms who share a single parent--government agencies, as a dominant shareholder. In this regard, the structural reform in the Chinese telecommunication industry provides a unique case study where carriers compete with each other while they are uniformly de facto government-dominated SOEs and are therefore supposed to act in a hand-in-hand, rather than head-to-head, manner. Distortions can arise regarding market conducts and hence market outcome, which is generally characterized by deviation of firms from profit maximization and deviation of regulators from public interests. While competition is relatively established in mobile and VoIP segments, traditional wireline segment is still characterized by regional monopoly. Meanwhile, inefficient market conducts are also seen in aspects such as interconnection arrangement, duplicate construction, and universal service provisioning. They are also impeding competition development. The interpretation of these conducts may rely more on a systemic approach, taking into account a series of macro and micro-factors which determines resource allocation and incentives of competition. It is argued that meaningful and sustainable competition will not come before the establishment of a well-balanced political regime, explicit property system, effective regulatory regime, and ultimately, the general market system

    Content: The issue of rural communication development has been conventionally examined under labels such as universal service, digital, divide, broadband deployment, and E-Government, which generally fall into two seemingly distinct categories - access and applications. In China, these concepts are currently incorporated into a single program, if not a single term - “Village Informatization Program” (“VIP”). The VIP upgraded the objectives of previous telephone and television “Village Access Projects” (“VAPs”), an upgrade which is intended to provide “comprehensive information services” in rural areas. The execution of the VIP regime has been faced with challenges. The lack of explicitly defined objectives and institutional arrangement has led to regulatory confusion and has compromised the outcome of initiatives taken by central department and regional/local governments which are more often independent in actions. China is therefore faced with the imperative of formulating the VIP regime which is to assimilate to China's unique institutional context. This article first reviews the current status of the VIP regime before moving on to the discussion of establishing an integrative and sustainable VIP regulatory regime in China. Then, the current regulatory regime is characterized based on which reforms are suggested - in which is highlighted a layer-based localization regulatory solution, which delineates provincial/local roles from central roles based on a stratified incentive policies and governance arrangement. Possible applications in other countries are discussed in the conclusion

    Content: Over the past two decades China has achieved eye-catching development in the provision of telephone and Internet services in its vast rural areas. With the literature's lopsided focus on Western nations, a cohesive paradigm in mapping the Chinese style of universal service policy remains elusive, a situation that has often obfuscated deeper understanding of the Chinese case. This present paper proposes and applies an integrated offer-agent-target (OAT) framework in a retrospective and empirical examination of China's universal service practices and characterization of what has appeared to be the Chinese model. In so doing, China's universal service development is demarcated into discernible stages which are then matched with corresponding institutional landscapes. Three stages are identified and corresponding institutional landscapes explicated. Finally, implications are discussed and policy suggestions are made for the Chinese policy-maker.
