Inhalt: In the United States many important programs are paid from trust funds. At a time when major social insurance funds are facing insolvency, this book provided the first comprehensive study of this significant yet little-studied feature of the American welfare state. Equally importantly, the author investigates an enduring issue in democratic politics: can current officeholders bind their successors? By law, trust funds, which get most of their money from earmarked taxes, are restricted for specific uses. Patashnik asks why these structures were created, and how they have affected political dynamics. He argues that officeholders have used trust funds primarily to reduce political uncertainty, and bind distant futures. Based on detailed case studies of trust funds in a number of policy sectors, he shows how political commitment is a developmental process, whereby precommitments shape the content of future political conflicts. This book will be of interest to students of public policy, political economy and American political development.

Inhalt: Congress is frequently said to be 'broken', 'dysfunctional', and 'weak', but how does the contemporary Congress really work? Does Congress have the capacity to solve major policy problems? Can it check an aggrandizing executive, oversee a powerful Federal Reserve, and represent the American people? Can Congress cope with vast changes in the American political economy, including rising income inequality? Congress and Policy Making in the 21st Century takes a fresh look at the performance of Congress in the domestic arena, focusing on issues such as immigration, health care, and the repeal of 'Don't Ask, Don't Tell'. With original contributions from leading scholars, this important volume examines how Congress tackles - and fails to tackle - key policy challenges in an era of growing social diversity and ideological polarization. Rich in analysis and illuminating detail, the book reveals the full complexity of the institution at work.

Inhalt: "Government is broken. Washington is failing. Democracy is in crisis. Many elected officials, policy experts, and ordinary citizens share a belief that US political institutions are incapable of responding to the concerns of everyday Americans and serving the public interest. What is less clear, however, is why these institutions are falling below expectations and how they might be fixed. The contributors to Dynamics of American Democracy bring their expertise on the various institutions of American governance and political life to examine how we arrived at this point and what might be done to right thd ship. Topics covered include Congressional stalemate, the two-party system, political polarization, social media, gender and public opinion, and the role of the presidency in today's tribal politics"

Inhalt: How partisanship, polarization, and medical authority stand in the way of evidence-based medicineThe U.S. medical system is touted as the most advanced in the world, yet many common treatments are not based on sound science. Unhealthy Politics sheds new light on why the government's response to this troubling situation has been so inadequate, and why efforts to improve the evidence base of U.S. medicine continue to cause so much political controversy. This critically important book paints a portrait of a medical industry with vast influence over which procedures and treatments get adopted, and a public burdened by the rising costs of health care yet fearful of going against "doctor's orders." Now with a new preface by the authors, Unhealthy Politics offers vital insights into the limits of science, expertise, and professionalism in American politics

Inhalt: "While government policies can build supportive coalitions, they can also mobilize powerful opposition forces. What causes backlashes in the American political system? Why do some policies generate resistance among political elites and mass publics? Drawing on case studies of key issues from immigration and trade to healthcare and gun control, Eric Patashnik explores how policies stimulate backlashes by imposing losses, overreaching, or challenging existing arrangements to which people are strongly attached. He argues that backlash politics is fueled by polarization, changes in American culture and society, and the negative feedback from activist government itself. Countermobilization shows that backlashes arise when policy motives, constituency means, and political opportunities converge, and debunks the claim that backlash politics is exclusively a right-wing phenomenon. It is essential reading for scholars and practitioners of U.S. politics and public policy, offering practical lessons for anyone who wishes to identify backlash risks-and design against them"--
