Einleitend skizziert und kritisiert der Autor zunächst Funktion bzw. Charakter der Ungarischen Sozialistischen Arbeiterpartei (USAP) als Staatspartei. Vor diesem Hintergrund umreißt er die notwendigen Voraussetzungen für die Schaffung eines Mehrparteiensystems und einer repräsentativen Demokratie in Ungarn. Dabei befaßt er sich sowohl mit der Möglichkeit der Reform des politischen Systems von unten, d.h. von der Basis aus (Transformation der verschiedenen sozio-politischen Bewegungen in politische Parteien), als auch von oben, i.e. durch eine sich selbst reformierende USAP, deren Parteifraktionen faktisch bereits drei verschiedene Parteien bilden. Aufgabe der USAP wäre es, die notwendige politische Infrastruktur für ein Mehrparteiensystem zu schaffen. (BIOst-Klk)
