Am deutlichsten wirkt die Perestrojka auf die Außenpolitik der Sowjetunion. In der Außenpolitik der osteuropäischen sozialistischen Staaten - auch in den Beziehungen zueinander - tritt die Vertretung eigener nationaler Interessen in den Vordergrund. Die Konzeption der Außenpolitik dieser Staaten ist neu zu definieren. Innere politische und wirtschaftliche Reformen setzen eine prinzipielle Liberalisierung des Systems voraus und die Aufhebung der Blockdisziplin. Konflikte, die durch die Abhängigkeit von der UdSSR nicht sichtbar waren, treten wieder auf. Bei der Schaffung eines einheitlichen sozialistischen Marktes kann es notwendig sein, unter Berücksichtigung der nicht gleichen wirtschaftlichen Fähigkeiten gesonderte "Komplexe im Rahmen des sozialistischen Staatenblocks" zu schaffen.
