Se situant à l'intersection de la sociologie économique, de l'histoire sociale et des policy studies, cette thèse étudie les métamorphoses de la « question agraire » en tant qu'objet de débat intellectuel et de l'intervention étatique pendant la période qui débute avec le « grand tournant » de 1929 et qui se termine au moment de l'inauguration du projet national dans le complexe agro-industriel en 2005. Prenant appui sur un large corpus de textes officiels et scientifiques, ainsi qu'un ensemble d'entretiens auprès des économistes et d'autres acteurs, cette étude analyse l'évolution du modèle agraire soviétique jusqu'à l'effondrement de l'URSS, suivi depuis 1992 par la mise en œuvre problématique des réformes structurelles, caractérisée par la coexistence de conceptions incompatibles du progrès agricole. Elle explore la formation du « consensus » spécifique d'aujourd'hui qui tend à reprendre des discours et des structures anciens en les ajustant au contexte nouveau

Drawing on economic sociology, special history and policy studies, the dissertation examines the metamorphoses of « agrarian question» as a subject of intellectual debate and state intervention from the « great turn » of 1929 until the unveiling of the National Project for the Development of the Agro-1ndustrial Complex in 2005. The study is based on a large corpus of official documents and academic texts in political economy and agrarian economics as well as in depth interviews with economists and other agents of public policy in the agrarian realm. It begins by analyzing the evolution of the Soviet agrarian model until the collapse of the USSR and, for the period starting in 1992, the problematic implementation of structural reforms characterized by the coexistence of incompatible conceptions of the agricultural progresse. It then explores the formation of the current « consensus» which tends to take up old structures and types of discourse while adjusting them to a new context
