Das Verhältnis zwischen Preußen und Österreich im 18. Jahrhundert war konfrontativ und es herrschte ein Gegensatz der Systeme - so eine gängige aber einseitige These der Geschichtswissenschaft. Die Beiträger*innen legen hingegen dar, dass beide Mächte in Bereichen wie der monarchischen Herrschaftspraxis, dem Militär, der Finanzverwaltung, der Religionspolitik oder dem Volksschulwesen Konzepte des Gegners übernahmen und unabhängig oder parallel zueinander ähnliche Lösungen fanden. Dabei wird deutlich: Neben Wettstreit herrschten auch Transfer und Kooperation.
