Pour lui, la première série de la Légende est "probablement le chef-d'oeuvre de Hugo". Elle se distingue d'abord par l'éclat de la vision poétique ; la vision est si intense qu'elle va jusqu'à une demi-hallucination, contagieuse pour le lecteur. Mais c'est aussi un développement prodigieux de la faculté mythique, soutenue par une puissance verbale extraordinaire : Hugo devient vraiment le souverain seigneur des mots, il en tire les effets les plus imprévus, il en joue comme un symphoniste de génie joue des timbres de l'orchestre moderne. La versification, et spécialement la rythmique, est plus variée, plus libre que jamais. La rime n'a jamais été plus riche. Tout cela engendre une virtuosité poétique de premier ordre. Assurément, Hugo n'a jamais eu autant de puissance que durant l'exil.
