Der Vollzug von Steuergesetzen durch die deutsche Finanzverwaltung war in der Vergangenheit wiederholt Gegenstand der Kritik. Wie andere Finanzverwaltungen auch, hat sie mit knappen Ressourcen und einer eingeschränkten Bereitschaft der Steuerpflichtigen zur Mitwirkung im Besteuerungsverfahren zu kämpfen. Die niederländische Finanzverwaltung (der Belastingdienst) versucht - nach umfangreichen Modernisierungen - diesen Schwierigkeiten mit einer Compliance-Strategie zur Verbesserung des Verhältnisses zu den Steuerpflichtigen einerseits und einem Risikomanagement zur Verteilung der Prüfungskapazitäten auf die prüfungsbedürftigen Fälle andererseits zu begegnen. Dabei kann sie sich auf umfassende Kontrollmitteilungspflichten und einen hohen Grad der Automatisierung stützen. Susanne Ahrens stellt nicht nur den Vollzug von Steuergesetzen in den Niederlanden einschließlich der verfahrensrechtlichen Grundlagen dar, sondern analysiert im Rahmen der rechtsvergleichenden Untersuchung die rechtlichen und praktischen Anforderungen an einen gleichmäßigen, effektiven und effizienten Gesetzesvollzug durch die Finanzverwaltung. Ausgehend von der Frage, ob und wie die niederländischen Erfahrungen für die deutsche Finanzverwaltung fruchtbar gemacht werden können, zeigt die Verfasserin Wege zur Modernisierung des Besteuerungsverfahrens in Deutschland auf.
