La Federación había estado paralizada ante una reforma migratoria, delegando la acción política migratoria a los estados. En 2008 en Oregon se comenzó a pedir prueba de resi - dencia legal a quienes solicitaran licencia de conducir, el mayor impacto fue sentido por la población mexicana, que se estima representa 95 por ciento de los inmigrantes indocumen - tados en Oregon. Entrevistas con cerca de 400 inmigrantes hispanos en el verano de 2009 ponen de manifiesto angustia e incertidumbre, reflejando cambios en hábitos de conducir originando un menor acceso al trabajo, educación, servicios médicos, asistencia a iglesias y a las actividades recreativas.
