Die strategische Ausrichtung der Sozialpolitik hat nicht mehr die Kompromissfindung zwischen Arbeit und Kapital zum Ziel, sondern die Mobilisierung des gesellschaftlich verfügbaren Humankapitals und die ökonomische Verschlankung des Sozialstaates. Betrachtet werden sowohl der Umbau zum »aktivierenden Sozialstaat« als auch die konkreten Lebenswelten der »Schwächsten« der Gesellschaft und ihre durch den Umbau entstandene Probleme. Der »aktivierende Sozialstaat» birgt den Widerspruch in sich, dass er, um aktivierend auf sozial Benachteiligte, besonders Bedürftige und Behinderte wirken zu können, eine Vielzahl von Koordinations-, Beratungs-, Ausbildungs- und Unterstützungsangeboten vorhalten muss. Stattdessen orientiert er sich aber nicht am realen Bedarf, sondern an knapper werdenden öffentlichen Budgets und setzt auf Sanktionen, Druck und Kürzungen. Michael Büschken, Jg. 1971, ist als Sozialarbeiter bei den Sozial Betrieben Köln (SBK) in einem Wohnheim für psychisch kranke Menschen tätig.
