Ausgehend von einem geschichtlichen Abriss über die Folter setzt der Historiker und Publizist mit seinen Recherchen bei der "Folter im Kalten Krieg" an, als die CIA viele autoritäre Regime mit der Vermittlung wissenschaftlich erforschter Foltermethoden unterstützte und diese z.B. in Vietnam selbst praktizierte. Schwerpunkt der Darstellung bildet aber die Zeit nach dem 11. September 2001 mit dem gezielten Einsatz und der Billigung von Foltermethoden durch die US-Regierung, die ein "Spinnennetz" weltweiter Folterzentren schuf, an dessen Funktionieren auch europäische Verbündete insgeheim beteiligt waren. Auch die Fälle Kurnaz und El Masri sowie die Folterdebatte in Deutschland werden thematisiert.
