Dargestellt werden die Faktoren, die in bezug auf die Gestaltung der Ost-West-Beziehungen zur unzureichenden Produktivität und Konstruktivtät der bisherigen DDR-Außenpolitik beitrugen. Zu nennen sind insbesondere: innere Reformunfähigkeit, von "Festungsmentalität" geprägtes Denken und Handeln, Betonung der Gegensätzlichkeit zum Westen. Die Entwicklungen in der DDR haben nun günstigere Ausgangsbedingungen für die Außenpolitik geschaffen, doch droht der Verlust der staatlichen Eigenexistenz. In deren Gewährleistung sieht der Verfasser die zentrale Herausforderung der DDR-Außenpolitik. In Maßnahmen, die Interdependenzen schaffen und eingebettet sind in eine breit angelegte Kooperation mit anderen östlichen Ländern, sieht er Möglichkeiten einer Unterstützung durch den Westen, insbesondere durch die Bundesrepublik.
