Mit der Übergabe der Sicherheitsverantwortung von der internationalen Staatengemeinschaft an die afghanische Regierung Ende 2014 und dem damit einhergehenden Abschluss der ISAF-Mission war nicht nur die Hoffnung verbunden, dass das Land eigenständig für Stabilität und Sicherheit sorgen kann, sondern dass damit auch der gesamtgesellschaftliche Friedensprozess entscheidend vorangetrieben wird. Beides ist bisher nicht eingetreten. Stattdessen hat die Gewalt im Land seit Jahresende 2014 ein Besorgnis erregendes Ausmaß angenommen. Hunderttausende Afghanen fliehen derzeit vor der neuerlichen Eskalation des Bürgerkrieges. Viele Distrikte sind inzwischen wieder in die Hände der Taliban gefallen. Die afghanische Regierung konnte bis heute noch nicht zeigen, dass sie in der Lage ist, ihr Gewaltmonopol auch weit außerhalb der Hauptstadt Kabul durchzusetzen. Dadurch ist auch der seit 2010 international massiv unterstützte Friedensprozess ins Stocken geraten. Die vorliegende Analyse befasst sich vor diesem Hintergrund mit den Ansätzen zur Etablierung eines Friedensprozesses in Afghanistan sowie dem damit einhergehenden entwicklungspolitischen Engagement der Bundesrepublik Deutschland. Sie versucht, Folgerungen für die künftige deutsche Beteiligung an internationalen Operationen zur Krisenbewältigung und Konfliktbewältigung abzuleiten.(AUT)
