    Content: This article examines how patronage networks operate in subnational governments in Indonesia paying particular attention to how they have affected human resource management (HRM) practices in education and health services. Corrupt practices were found in varying degrees in all the provincial public services studied. They were associated with patronage systems and involved illegal payments for entrance exam results, recruitment and selection, placement, promotion, and transfer. These practices had an adverse effect on the quantity and quality of service delivery and represented a challenge to social justice.

    Content: Resistance to criticism in the field of development has prevented systemic change and has led to a denial of social justice. This has been a function of the language of development; establishment control over forms of critical discourse; selective crises reportage; and normal scientific behavior. Following Popper (1970), these defenses should be lowered so that bold alternative conjectures concerning social injustice can be set against prevailing orthodoxies. The work of Arundhati Roy is used to help make this case, and it is suggested that the search for alternatives needs to extend beyond the architects and agents of the neoliberal paradigm.

    Content: "The social and economic consequences of the COVID-19 pandemic and of extreme climate events have brought into sharp relief the serious deficiencies of our political economies. The dominant global ideology of neoliberalism and its architects and beneficiaries are responsible for this. Bilateral development assistance is an integral part of the neoliberal grand design. Much bilateral assistance will therefore continue to be self-serving.
