    Content: This article analyses the main determinants of competitiveness in the Caribbean tourism stay-over industry using panel data for the period 1995-2006, based on an augmented version of an empirical model by Craigwell (2007). The ex post measure of competitiveness used is the share of world outbound tourists from Canada, the United Kingdom of Great Britain and Northern Ireland and the United States of America arriving in a Caribbean destination. The study finds evidence that Caribbean tourism competitiveness can be enhanced through policy measures that favour, among others, increases in investment, private sector development, better infrastructure, lower government consumption, a more flexible labour market, reduced vulnerability to natural disasters, higher human development and slow rises in oil prices. This article is an attempt to fill the gap on econometric research relating to tourism competitiveness for the Caribbean region.

    Content: Se analizan los principales determinantes de la competitividad en el sector caribeño del alojamiento turístico sobre datos de panel del período 1995-2006, basados en una versión ampliada de un modelo empírico diseñado por Craigwell (2007). La medida de competitividad utilizada a posteriori corresponde al porcentaje de turistas del Canadá, los Estados Unidos y el Reino Unido e Irlanda del Norte que llegan a un destino caribeño. Se constata que la competitividad del turismo en el Caribe puede mejorar con medidas de política que favorezcan, entre otros, el aumento de las inversiones, el desarrollo del sector privado, el mejoramiento de infraestructuras, una reducción del consumo gubernamental, la flexibilización del mercado laboral, una menor vulnerabilidad ante los desastres naturales, un mayor desarrollo humano y alzas lentas en el precio del petróleo. Se pretende aquí cubrir el vacío de la investigación econométrica respecto de la competitividad del turismo en la región del Caribe

    Content: We examine the relationship between openness and per-capita income using cross-country data from 126 countries. We find that trade leads to a higher standard of living in flexible economies, but not in rigid economies. Business regulation, especially on firm entry, is more important than financial development, higher education, or rule of law as a complementary policy to trade liberalization. Specifically, after controlling for the standard determinants of per-capita income, our results imply that a 1% increase in trade is associated with more than a one-half percent rise in per-capita income in economies that facilitate firm entry, but has no positive income effects in more rigid economies. The findings are consistent with Schumpeterian "creative destruction", which highlights the importance of new business entry in economic performance, and with previous firm-level studies showing that the beneficial effects of trade liberalization come largely from an intra-sectoral reallocation of resources.

    Content: Trade does not stimulate growth in economies with excessive business and labor regulations. The authors examine the effect of openness on growth using cross-country regressions in both levels and changes. Results from the levels regressions imply that increased openness is associated with a lower standard of living in heavily-regulated economies. Growth regressions confirm that the effect of increased trade on growth is absent in these countries. The authors also find that once they control for the effect of trade on growth in heavily regulated economies, the evidence that trade positively affects growth is stronger than has been found in previous studies. Excessive regulations restrict growth because resources are prevented from moving into the most productive sectors and to the most efficient firms following liberalization. In addition, in highly regulated economies, increased trade is more likely to occur in the wrong goods-that is, goods where comparative advantage does not lie. The results imply that countries must create a sound business environment before trade can be used as an engine of growth.
