Wien zu Beginn der 1920er Jahre, im Film als „Republik Utopia“ bezeichnet. Durch Inflation und Arbeitslosigkeit ist die Bevölkerung verarmt. Angeführt von nationalistischen Politikern fordert sie die Ausweisung der Juden, die für die wirtschaftliche Misere verantwortlich gemacht werden. Der Bundeskanzler gibt dem Druck nach; innerhalb kürzester Zeit müssen die Juden die Stadt verlassen. Davon betroffen ist auch ein junges Paar, der Jude Leo Strakosch und Lotte, das typisch süße Wiener Mädel; beide müssen voneinander Abschied nehmen. Nach einem kurzen wirtschaftlichen Aufschwung tritt eine erneute Rezession ein, weil Utopia von der ausländischen Wirtschaft boykottiert wird. Leo Strakosch kehrt inkognito zurück und agitiert mit nächtlichen Plakataktionen für die Rücknahme des Ausweisungsgesetzes. Seine Aktion hat Erfolg, eine erneute Abstimmung wird angesetzt. Leo schafft es, dass der Wortführer der Antisemiten, Rat Bernart, nicht pünktlich zur Abstimmung erscheint; die für die Rücknahme des Gesetzes erforderliche Mehrheit ist gesichert, die Juden können zurückkommen. Über diese politische Niederlage gerät Rat Bernart so außer sich, dass er ein Fall für die Psychiatrie wird, wo seine antisemitischen Hasstiraden als „interessanter Fall eines Zion-Komplexes“ diagnostiziert werden. Leo und Lotte sind nun endlich glücklich vereint. Der Film war lange Zeit nur in einer gekürzten Fassung zu sehen, in der die wirklich provokativen Szenen fehlten – provokativ in Hinblick auf die Darstellung eines ungeschönten Antisemitismus in Wien. Diese Szenen sind in einer Kopie enthalten, die ein Privatsammler vor einigen Jahren dem Filmarchiv Austria überlassen hat. In einer beispiellosen Crowdfunding-Aktion sammelte das Filmarchiv die für die Restaurierung erforderliche Summe. Auf ARTE soll der Film in der neuen rekonstruierten Fassung und mit Musik von Olga Neuwirth, eingespielt vom renommierten Ensemble intercontemporain, präsentiert werden.
