"Die Wohnungsfrage ist als Herausforderung zurück. Bund, Länder und Kommunen können auf schnell wachsende Engpässe in der Wohnungsversorgung nur begrenzt reagieren. Sie suchen dafür nach Strategien und Handlungsoptionen, deren Umsetzung und Wirksamkeit jedoch oft sukzessive erfolgen. Das ist problematisch, wenn die gestiegene Nachfrage in besonders beliebten Stadtteilen zu ökonomischen und kulturellen Verdrängungsprozessen führt, die sich auf die Perspektiven dieser Quartiere und den sozialen Frieden in einer Stadt auswirken. Oder wenn der Mangel an kostengünstigem Wohnraum ein erhöhtes Armutsrisiko erzeugt, das inzwischen nicht mehr nur für Familien mit Kindern und Alleinerziehende gilt, sondern auch für Ältere und für Menschen mit fragmentierten Erwerbsbiographien. Klar ist, dass Lösungen weder ausschließlich über den Neubau von Wohnungen gefunden werden können noch durch die öffentliche Hand allein. Erforderlich ist sowohl eine Einbeziehung des Wohnungsbestands, vor allem für eine Versorgung mit kostengünstigem Wohnraum, als auch eine Ausweitung der beteiligten Akteure. Anregungen und Konzepte, die in diese Richtung weisen können, sind in den letzten Jahren in gemeinschaftlich konzipierten und realisierten Wohnprojekten entstanden. Hier wurden grundsätzliche Fragen zum Wohnen und zur Lebensqualität aufgegriffen: Das Verhältnis von Privatheit und Öffentlichkeit, die Balance zwischen individuellem Lebensentwurf und kollektiver Verantwortung oder der Ausgleich von persönlichen Interessen und gelebter, aktiver Nachbarschaft. Die Wüstenrot Stiftung hat ein Forschungsprojekt in Auftrag gegeben, das Impulse aus diesen Projekten als Möglichkeiten für eine verbesserte Wohnungsversorgung untersucht. Die vorliegende Publikation fasst zusammen, welche Erkenntnisse sich aus den quantitativen und qualitativen Standards, die oft von neu gegründeten Genossenschaften mit ihren Mitgliedern ausgehandelt wurden, für den allgemeinen Wohnungsbau gewinnen lassen." -- "The housing issue is back as a challenge. The federal, state and local governments can only react to a limited extent to rapidly growing bottlenecks in the supply of housing. To do this, they look for strategies and options for action, the implementation and effectiveness of which, however, often take place gradually. This is problematic when the increased demand in particularly popular districts leads to economic and cultural displacement processes that affect the prospects of these districts and social peace in a city. Or when the lack of inexpensive housing creates an increased risk of poverty that no longer only applies to families with children and single parents, but also to the elderly and people with fragmented employment histories. It is clear that solutions can neither be found exclusively through the construction of new apartments nor through the public sector alone. It is necessary to include the existing housing stock, especially for a supply of inexpensive housing, and to expand the number of actors involved. Suggestions and concepts that can point in this direction have emerged in recent years in jointly designed and implemented residential projects. Here, fundamental questions about living and quality of life were taken up: the relationship between privacy and the public, the balance between individual life plans and collective responsibility or the balance between personal interests and active, active neighbourhood. The Wüstenrot Foundation has commissioned a research project that examines impulses from these projects as possibilities for improved housing supply. This publication summarizes the insights that can be gained for general housing construction from the quantitative and qualitative standards, which have often been negotiated with their members by newly founded cooperatives."
