Luego de más de diez años de un amplio y extenso proceso deliberalización y desregulación financiera, el panorama latinoamericanode los mercados bancario, de seguros y de los fondosde pensiones ha sido modificado por la masiva presenciade entidades financieras globales. En este escenario los grandesbancos españoles han sido actores centrales, convirtiéndoseen líderes en la mayoría de los países y los segmentos delnegocio. Desde la perspectiva latinoamericana, el ingreso delos bancos extranjeros, en particular de los españoles, ha contribuidoa dinamizar y modernizar los sistemas financierosregionales; ha traído nuevos instrumentos y tecnologías, haincrementado los niveles de competencia, con efectos directossobre el acceso y valor del crédito, y ha dado mayor fortalezay estabilidad a los sistemas financieros locales. No obstante,también ha dado pie a algunas dificultades, como una mayorconcentración y la lenta transferencia a los clientes de la mayorcompetencia y eficiencia lograda en los mercados financieroslatinoamericanos. Esta amplia presencia de la bancaespañola, unida a la activa expansión de empresas no financierasespañolas en los principales mercados latinoamericanos, harevelado las limitaciones de los marcos regulatorios nacionalesante la creciente globalización de los mercados internacionales.Así, decisiones adoptadas en Europa afectan a usuarios enAmérica Latina, provocando reacciones a múltiples nivelescuyos resultados sólo se verán en el futuro.
