1933 richtet die Stadt Frankfurt am Main ein kommunales Modeamt ein. Frankfurt sollte mit dieser vom damaligen Oberbürgermeister Krebs persönlich initiierten Einrichtung ideologisch und praktisch zum Zentrum der Mode in Deutschland gemacht werden und in dieser Führungsrolle den nationalsozialistischen Ehrentitel αStadt des deutschen Handwerks± in der Realität verankern. Verknüpft mit der Modeklasse der Städelschule war das Modeamt zugleich Ausbildungsstätte und kulturelle Einrichtung. Ziel war es, eine "deutsche" Mode für die deutschen Frauen zu schaffen. Die Vorbildhaftigkeit der Entwürfe sollte der Geschmacksbildung dienen und die "Kleidkultur" der weiblichen "Volksgenossen" in diesem Sinne beeinflussen.
