Como consecuencia de los daños y afectaciones causados por el conflicto armado y, en especial, por la masacre paramilitar ocurrida la noche del 9 de enero de 1999 en su casco urbano, El Tigre fue priorizado como uno de los siete casos piloto de reparación colectiva en el país. Esta tarea fue iniciada por la desaparecida Comisión Nacional de Reparación y Reconciliación, bajo el mandato de Ley 975 de 2005, y continuada por la Unidad para la Atención y Reparación Integral a las Víctimas, una vez se promulgó a Ley 1448 de 2011. En el marco de su Plan Integral de Reparación Colectiva, la comunidad definió como medidas de reparación simbólica acceiones de memoria histórica alrededor del reconocimiento. Por un lado, de las causas y consecuencias de la violencia padecida; y por el otro, del reconocimiento de su carácter de población civil campesina que, en medio de la indefensión, ha sido señalada y acusada por todos los actores armados que han hecho presencia en el territorio, convirtiéndola en blanco de sus ataques e intransigencia. De ahí que este Informe pretenda contribuir a la desestigmatización de los habitantes de El Tigre, enfatizando en su calidad de población civil y en su condición de ciudadanos a los que la violencia no les mató la esperanza ni la creencia de que "El Tigre no es como lo pintan"
